 Capital AC is microcosm of the state  Its urban history is less than three decades old  Any aberration in this location has significance as most of the communication spreads from here  Complex political character of the state  Dominance of a particular tribe (largest in terms of number and geographical spread)  Equivalent to SIX ACs in terms of numbers in the PC (15 %)

 A total of 7 cases were registered in Itanagar on the polling day during 2009 General Elections under various sections such as 135(A)/131/132 RP Act 1951, 171F/448/ 186/353/448/427/506/34 IPC and re-polling had to be conducted at 9 polling booths.  Routine arrangements seem to be the culprit  Its importance and hence the criticality was not understood.  A credibility issue

 Classifications reworked  Zoning was done on the basis of accessibility (4 zones, 16 sub-zones)  Composition of voters’ ethnicity was assessed  Redundancy of Communication  Magistrates and Security Forces coordination  Meetings with the civic societies  CPMF deployment: strategic  Non-CPMF measures in each PS: Webcasting, Digital Camera, Videography  Careful media planning

 No booth capturing/violence  19,473 bottles of Liquors, 14,6661 posters, 9,000 handbills, 1,560 mufflers, 2,77,225 flags, 2,004 Caps, 100 T-shirts, 100 scarfs, 3,131 manifestos and 1,000 stickers have been seized by Police teams. A total of 2151 vehicles were challaned, with a collection of over 3 Lakhs rupees as fine for the government treasury. 25 cases of Defacement of Public Property Act along with other cases were registered to book defaulters.  Enforcement without discrimination  Publicity of activities in MCC days helped  Boosted the morale of the teams  Won the confidence of the voters  Level playing field

 Geopolitical setting of the State  Diversity of tribes make it vulnerable  Trust in the machinery creates the conditions for better governance
