Human Rights in Healthcare Programme Human Rights apply to everyone, everywhere. Positive obligations on public authorities including health authorities to protect and promote human rights. FREDA principles (Fairness, Respect, Equality, Dignity, Autonomy) underpin Human Rights and public service ethos and professional codes of conduct. Why?
