Success Through Diversity Enabled by Digital Innovation “STDEDI” National Peer Review 14 June 2006

Team Today John Voytal – Bid Director Sheenal Sejpal – Bid Manager James Vickery – Serco Solutions Carmel Cahil – Ealing Community Network

Our Digital Vision To give everyone a technology platform and the opportunity to learn, work, grow and prosper, which will help communities become safer, cohesive and engaged. In partnership with Ealing Community Network (ECN), we will empower community groups through new digital learning and development opportunities, helping to reduce social exclusion and involving communities directly to deliver our vision. “We don’t want community groups consulted…we want them involved!” Chris Haynes: Digital Challenge launch February 2006

Mechanisms – Trusted Intermediaries Model

Mechanisms – How we will do it Technology Platform – Customers not Process

Tangible Benefits – What We’ve Achieved Ealing and ECN have a successful track record in London of building e- communities through IEG funding. Examples include: United Anglo Caribbean Society offer support homeless young people. “The residents have been able to use the computer to bid for properties via the Internet. In effect the computer has saved them time and money and has allowed us to provide advice to older people at their homes, providing a better service to our users.” Southall Community Alliance (SCA) represents residents and community groups in Southall. “It has long been an ambition of the SCA to provide a community facility with all the resources that would allow community groups to operate effectively. It has enabled the SCA to assist under resourced groups representing disadvantaged communities to access technology, opportunities and information in a way that encourages those groups to develop and begin to bridge the digital divide.”

Tangible Benefits – What We Will Do Multilingual technology supporting BME communities Mobile Job Brokerage – support to Unemployed people in deprived areas Citizens will be connected through the Internet ready ‘hotspots’ Learning will be available to all from anywhere Content can be created and consumed according to the communities needs – via Trusted Intermediaries

Innovation Our vision is innovative –Acts as the e-enabler for our community strategy objectives, offering a ‘multi-channel’ approach. –Using the trusted intermediaries model to bridge the digital divide. Every one of our six Community Strategy themes is addressed within our vision Use of International e-mentors - no boundaries for our vision

Spending the Money - High Level Indication (Revenue + Capital) We see 5 key areas of spend Stage 2 will develop and refine these areas in greater detail Technology £2M Showcase £1M Management and Governance £1M Benefits £1M Transformation £2M £7M

Conclusion We are asking you to allow us to develop this outline bid into a compelling and comprehensive business case in stage 2 through: –Building a detailed delivery plan within the required time framework –Developing comprehensive financial model –Creating benefits realisation monitoring mechanism –Setting out the programme governance and project management for a series of inter-related projects Our Digital Vision is simple, innovative and works for all our citizens offers other councils a model they can follow.
