Toward Developing the “Asia Broadband Program” 1.Bridge the digital divide and set common goals within the Asian region 2.Respect economic and cultural diversity 3.Ensure closer collaboration among public/private sectors, NPOs, international organizations and support the efforts of these parties 1.Bridge the digital divide and set common goals within the Asian region 2.Respect economic and cultural diversity 3.Ensure closer collaboration among public/private sectors, NPOs, international organizations and support the efforts of these parties To make the entire Asian region a global information transmission hub through increasing information distribution within the region.

Joint Efforts Japanese government will play the key roles for IT deployments in Asia, but should be widely collaborated by –Joint planning with leaders in other countries –Wide range participants including government, private sectors and NPOs –Advanced Experiments & Educations –Expanding Intra-regional communications

Two committees Strategic Committee –hosted by the Minister of “PTT” –will decide the guideline –Chair: Jiro Ushio (Ushio Electric Co., Ltd.) Planning Committee –hosted by the Vice Minister of “PTT” –will make the plan based on the guideline by the Strategic Committee –Chair: Shigeki Goto (Waseda Univ.) PTT = Ministry of Public Management, Home Affairs, Posts and Telecommunications

Summary of 1 st Strategic Committee 1. The common objectives should be the stimulation of information distribution within Asia region along with establishing the entire Asia region as a global information base. 2. Respect should be given to the economics, social and cultural diversity in the Asia region.

Summary (Continued) 3. Participation by all related countries in the Asia region and close cooperation between a wide range of entities such as governments, the private sector and NPOs shall be ensured. 4. Exhibiting ownership by all related parties including governments, the private sectors and NPOs is essential. 5. Consideration shall be paid to the elimination of the digital divide in the Asia Region.
