The Louisiana Purchase included all currently 14 states and 2 Canadian provinces: --Arkansas, Missouri, Iowa, Oklahoma, Kansas, Nebraska, Minnesota, North Dakota, South Dakota, New Mexico, Montana, Wyoming, and Colorado, east of the Continental Divide, and Louisiana, including New Orleans

How? How did the U.S. gain the Louisiana Territory? In 1800, Napoleon signed the Treaty of San Ildefonso with Spain to gain the Louisiana Territory. Jefferson was concerned with the possibility of Napoleon closing the Mississippi River to U.S. trade. Jefferson sent Livingston to negotiate the purchase of New Orleans, parts of the east bank of the Mississippi, and free navigation of the river for trade. Pressured by a revolution in Haiti, Napoleon offered the U.S. the entire Louisiana territory for funds to continue his war efforts.

How? Livingston and Monroe took advantage of the offer without waiting for approval from Jefferson. The U.S. purchased 828,000 square miles for $15 million or 60 million Francs. Jefferson was surprised by the purchase, but agreed because of his support for westward expansion. Although the Federalist party objected, the Senate ratified the treaty in the fall of 1803.

Congress loaned $2,500 toward the expedition. Jefferson sent a letter to Lewis telling him to explore the west rivers to find the most practical waterway for commerce.
