Washington Retires (does not seek 3 rd term-setting precedent) Adams- two time Vice- President- Abigail advice- either run for president or resign from politics Adams runs (against Jefferson and others)- first time there has been more then one candidate running for president * First time political parties were influencing

***Federalist Party- strengthen the federal government and promote industry and trade( New England) (Adams) Democratic-Republican Party- (Jefferson and Madison): limit the power of the federal government (South and Western Frontier) Lots of Propaganda, Slander and Libel happened during election Hamilton- tried to sabotage Adams in hopes to get Burr elected (actually swayed votes in Jefferson way) Adams Wins!!! 71 to 68– Jefferson becomes Vice-President

Adams leaves in Washington’s Cabinet (pro- they had experience con- they were loyal to Hamilton The XYZ Affair: -sent a diplomatic team to Paris to try and repair relationship (Jay’s Treaty and Genet) - French foreign Minister would not speak to them- French agents secretly met with them - BRIBE: said will discuss a treaty only in exchange for 250,000 and a loan of 12 million to the French government SHOCKED they said no- their mission failed

** Adams takes out French Names when presenting details to Congress- replaced with XYZ Federalists in Congress called for war with France Adams tries to keep peace (prepares the navy and maintaining peacetime army)- congress approves ADAMS does not declare war While small navel fights were going on Adams tries to re-open peace talks with France

* Federalist very upset with Adams * U.S. and France sign peace treaty and ended the undeclared war on the seas Adams forced to members on the Cabinet to resign for trying to block his peace efforts and carrying on secret correspondence with Hamilton

The Alien and Sedition Acts (intended to shut down the Republicans ) Congress (Majority power- Federalists)- passed these acts in 1798 Alien Act- allowed the president to expel foreign citizens from the U.S. if they were involved in treason or “secret” missions against the U.S Sedition Act- U.S. citizens could not participate in any plots “to oppose any measure or measures of the government of the U.S.” Also made it illegal to write, print, utter or publish any false or hostile words against the government or policies

Republicans Response Virginia (Madison) and Kentucky (Jefferson) Resolutions - argued the Alien and Sedition acts were unconstitutional because they went beyond the powers granted to the federal government and interfered with the powers of the state government. Asked to repeal them- congress did not grant it– later another congress refused to renew the acts Importance- the states government right to challenge the federal government

Election of led to the 12 th amendment Jefferson and Burr ran against Adams and Pinckney Jefferson and Burr each got 73 votes, Adams 65 and Pinckney 64 Tie for president- House of Representatives vote- ties kept happening (35 times) (Federalist for Burr and Republicans for Jefferson) Hamilton distrusted Burr and sways his vote to get Jefferson in 1803: 12 th amendment: separate ballot for President and vice-president Adams- ego wounded- retired from public life
