THREE BRANCHES OF GOVERNMENT LEGISLATIVE BRANCH Established by Article I of the Constitution Make laws Has the power to impeach or confirm judges Confirm presidential appointments Can override a presidential veto with two-thirds vote of the majority.

THREE BRANCHES OF GOVERNMENT LEGISLATIVE BRANCH Congress has expressed powers – Powers directly stated in the Constitution. Enumerated Powers are so called because they are numbered. Enumerated powers are expressed powers by number. Elastic clause – is also called the “Necessary and Proper” clause because it gives congress the power to do whatever is necessary to carry out the expressed powers.
