No subjects of this presentation... … Duties of the entrepreneurs of water supply installations to inform the consumers, to notify the health offices about compliance or non-compliance of drinking water quality (including data transfer from laboratories to the local and regional authorities) … “modus vivendi” of the transfer of date and information between the local and Land authorities

„Review“ on German Report on DW Quality to consumers and COM included 2624 water supply installations (WSI >1000 m³/d or >5000 persons) providing million m³ per year for 65,5 million consumers (79 % out of total population) most parameters were compliant with DWD in more than 99 % of the analyses carried out only nitrate and coliform bacteria were not compliant in 1 until 2 % of the analyses 44 first or second derogations, mostly for pesticides or their relevant metabolites Format was based on EC decision from 1992/1995 on reporting on drinking water quality under former DWD from 1980

BMG note Bundesgesundheitsblatt Guidance document on reporting TrinkwV 2001 Information on derogations under Art. 9 DWD and § 9 TrinkwV 2001 Reports on drinking water quality under Art. 13 DWD and § 21 TrinkwV 2001 DWD 98/83/EC

Distinctions in DWD and TrinkwV 2001 having influence on national and EC reporting A. Definition of water supplies and Exemptions B. Dimension of the reportable water supplies C. Parameters and parameter values

Distinctions in DWD and TrinkwV 2001 having influence on national and EC reporting DWD (Art. 3) … shall not apply to water from an individual supply providing less than 10 m³ a day as an average or serving fewer than 50 persons, unless the water is supplied as part of a commercial or public activity (Polskie rozporzadzenie has adopted the definition in § 3.1.) A. Definition of water supplies and Exemptions TrinkwV 2001 doesn‘t exempt any individual water supply (in respect to its water volume) … defines water supply installations a)from which more than 1000 m³/year of water are supplied b)from which not more than 1000 m³/year of water are supplied c)of the domestic distribution system of letter a) and b) (1000 m³/year = 2,7 m³/day)

Distinctions in DWD and TrinkwV 2001 having influence on national and EC reporting DWD (Art. 13) … report shall include all individual supplies of water exceeding 1000 m³ a day as an average or serving more than 5000 persons B. Dimension of the reportable water supplies (1) TrinkwV 2001 (§ 21) … the health offices... and the land authorities transmit data (report) on water quality water from supply installations … more than 1000 m³ per year (> 2,7 m³/d)

Distinctions in DWD and TrinkwV 2001 having influence on national and EC reporting DWD (Art. 9) Information on derogations to COM 1st derogation individual supplies exceeding 1000 m³ a day as an average or serving more than 5000 persons 2nd and 3rd derogations individual supplies exceeding 10 m³ a day as an average or serving more than 50 persons B. Dimension of the reportable water supplies (2) TrinkwV 2001 (§ 9) Information on derogations to UBA/BMG 1st, 2nd and 3rd derogations water from supply installations more than 1000 m³/year (>2,7 m³/d)

Distinctions in DWD and TrinkwV 2001 having influence on national and EC reporting DWD (examples) Coliform bacteria: Indicator parameter Trihalomethanes: 100 µg/l Ammonium: 500 µg/l (no geogenic excess value) Sulphate: 250 µg/l (no geogenic excess value) Colony count 36 °C: only for bottle water C. Parameters and parameter values Member States shall be entitled to set more stringent or additional parameter values TrinkwV 2001 (examples) Coliform bacteria: microbological parameter Trihalomethanes: 50 µg/l Ammonium:500 µg/l geogenic excess value 3000 µg/l Sulphate:240 µg/l geogenic excess value 500 µg/l Colony count 36 °C: additional IP no abnormal change Iron and manganese: geogenic excess values only for individual supplies <2,7 m³/d (nonrelevant in reporting)

Principles in national reporting 1 Principles in line with the EC Guidance document on reporting o The report shall cover water intended for human consumption. o Reporting shall be kept as simple as possible. o Data should be presented in an easily understandable format. o The data to be submitted by MS to the COM shall be the minimum necessary to demonstrate compliance with the DWD. o MS are responsible for the accuracy of the data and for reporting to the COM. o Reporting shall be in an electronic format. In context with WISE a long term aim for MS will be to store information in national databases accessible through the internet by the COM (and consumers, regional authorities …).

Principles in national reporting 2 o MS shall aggregate regional or federal reports into a national report. In Germany the Länder are in charge of enforcement of the Drinking Water Ordinance. This means that the (16) competent highest Länder authorities are the enforcement authorities (not the federal ministry). Adoption of GD to national responsibilities and requirements for reporting in line with the EC regulations and the national (federal) specifics

Principles in national reporting 3 Principles in line with the national specifics o The Länder are responsible for the accuracy of the data and for reporting to Federal Ministry for Health o The Federal Environement Agency is the addressee for the information on derogations and for the reports about drinking water quality. o In line with requirements of DWD, Guidance document (and TrinkwV 2001) the Länder authorities inform on water supply zones (WSZ) >1000 m³/d or >5000 persons in EC format. o For the purpose of reporting a water supply or water supply installation is a WSZ (under Annex II Tab. B1 Note 1 DWD). Domestic distribution system (under TrinkwV 2001 a descrete water supply installation) is part of WSZ.

Principles in national reporting 4 Principles in line with the national specifics o Data on water quality (to be submitted by Germany to COM) shall to be in compliance with DWD (i.e. DWD parameters, monitoring frequencies according to DWD, allowance for reduction of analyses required under DWD).

Topics in national reporting o Tab 1: General information on drinking water supply arrangements o Tab. 2: Information on WSZ not compliant with the monitoring frequency o Tab. 3a: Summary information on drinking water quality in WSZ o Tab. 3b: Information given on product specified parameters Acrylamide, Epichlorohydrin and Vinylchloride o Tab. 3d: Information on results of all investigations in case Clostridium perfringens is not compliant o Tab. 4: Information on (each) non-compliance of drinking water in WSZ; including those covered by a derogation o Tab. 5-7: Codes (for non-compliance, remedial actions and timeframe of corrective actions o Tab. 8 and 9: Reorting on drinking water quality to the public: Type and location of information available Reporting formats are defined trough tables

Definition of a Water Supply Zone A supply zone is a geographically defined area within which water intended for human consumption comes from one or more sources and within which water quality may be considered as being approximately uniform.
