Coastal management and GI training: the GI-INDEED project Emanuele Roccatagliata VESTA-GIS Workshop GI-Forum, Salzburg July 1st, 2008

This application field is expected to give a contribution in: the elaboration and the dissemination of a GIS based approach to coastal areas the implementation of GIS pilot projects for the inclusion of coastal landscape within ICAM programmes The assessment of the applicability of the INSPIRE principles to coastal GI The training of experts able to employ the different features of GI in a cross-cutting, multidisciplinary approach to coastal area management. What does this mean? GIS and ICAM actors are gathered together in a multidisciplinary approach. Application field is coastal zone, with particular regard to coastal landscape as perceivable synthesis of all coastal factors

To create opportunities to discuss and share knowledge, expertise, needs, methodologies in the field of GI for the sustainable management of the coastal areas and of their resources. To improve the access and the sharing of coastal GI by planners and stakeholders as well as by enhancing the scientific value of coastal landscape analysis and planning. Two general objectives... to get together the different stakeholders One path to achieve them....

Some considerations (additional to the results of the training survey): tools for communication spreading over and over different approach, to professionals and final users a critical point: data assessment and validation ……..

About the interviews /1 (the questionnaires are a little too long and often, after a while, the attention of the interviewed persons is distracted) Training offer: non official training suppliers (i.e. firms that occasionally organise training activities) the distinction among the three application domains is not so neat courses are usually short and address local audience audience is mainly composed by technicians already working in the field courses are often tailored to the audience needs teachers are usually chosen among the firm staff on the base of their skil l official training suppliers (i.e. Universities, training institutions, etc.) usually one specific application domain is covered courses are longer and rigidly structured courses address different kind of audience courses are part of a wider education programme teachers are professional

About the interviews /2 Training requirements: generally training is required in more application fields it above all regards the improvement of applied skills short and tailored courses are preferred Preferred training suppliers are those subjects that practically operate in the field Financial aspects are of great concern, as well as the number of hours that a worker spends in training activities

Some figures  22 adhesions to this application field before submitting the proposal  13 involved Countries  Immediate availability of courses on Coastal Management already provided by diverse VESTA-GIS partners  Several proposed courses dealing with the two other application fields are about subjects strongly linked with the “coastal stream”  The same is for some aspects of implementing “technological” courses, as regards for example data modelling and harmonisation, web-publishing, compliance to OGC and INSPIRE, …, even the use of Google Earth

To: – develop tools for vocational training in the fields related to: INSPIRE, SDI’s and web services (Management of protected areas)‏ Management of coastal zones – develop at a European level training modules applicable also at the local level – contribute to offer stakeholders a better access to geo-information – in the long term, to support the implementation of EU Directives GI-INDEED objectives

– National environmental agencies responsible for implementing the legislations – Local authorities that (will) use information services – Private companies that require environmental information for their decisions – Citizens, special interest groups – Training & education providers GI-INDEED target

16 Training module “Use of SDI for coastal areas ” a tutorial introduction to Integrated Coastal Area Management an overview on relevant use needs, data specifications and models, solutions to provide and utilize geo-data for coastal analysis, planning and management a presentation of a practical exercise for web- publishing of coastal geo-data

17 In line with the project aims the syllabus of module 4 has been structured into two main parts: one is conceived as a tutorial, with practical tests and exercises, on integrated coastal area management the other one is intended to offer the possibility of a practical revision and implementation of what learnt in the two initial GI- INDEED modules, with an assisted web-publication of geo-data. That means, also, a wider audience including GI practitioners and coastal planners, both individuals and organisations Contents

18 Course components Introduction and guide to use the module Tutorial on ICAM: introductory, and also stand-alone, but designed and structured mainly as the background for a correct and pertinent use of geo-information in ICAM Presentation of the link between GI and coastal planning (also best practice of integrated plans)‏ Exercise(s) on integrated coastal management (analysis, data-sources and metadata, proposals for solution)‏ Guided web publication of coastal data and information Ancillary information (reference bibliography, glossary)‏

The course starts with a tutorial on ICZM discipline (principles, problems, actors, …) …

… It is followed by the fundamentals of GIS modelling, in the perspective to show the trainee examples of GI for coastal areas and to end with a guide on web- publishing of coastal data

The tutorial on web- publishing show different web servers and gives the possibility to create your own “use case”, starting to the analysis of the solution for your own case and ending with the publication of your data

Trainees are guided step by step to publish their own data

Use cases can be published and viewed in the ICAM-GIS geo - portal
