289 acres (9%) of floodplain 73 acres (2%) of wetlands 1 area of review for rare threatened and endangered species - 0 in county portion 1,280 acres (39%) - forest interior dwelling species - 11 improved parcels 1,022 acres (31%) steep slopes (25%+)

Agricultural, Forestry & Natural Resources  No Prime Agricultural Lands  Maryland Agricultural Land Preservation Program 3 properties in County; none in Planning Area  Forestlands – 40% of Planning Area’s Land Use  No State & Federal Forests, Areas of Special Concern or Areas of State Special Concern  Scenic Views – associated with Haystack Mountains impacts from windmill farms, telecommunication towers, timber harvesting

Sensitive Areas & Agricultural, Forestry & Natural Resources Protective Measures What is being done to balance agricultural, forestland & sensitive lands with growth? 1,091 acres of forestlands protected contains steep slopes of 25% or more potential Forest Interior Dwelling Species habitat Encourage clustered development patterns outside of the development envelop to avoid steep slopes and erodible soils but utilize flat lands suitable for development The County’s ordinances currently protect sensitive lands. Revision of Stormwater Management Ordinance – environmentally sensitive design Implement a Ridgetop Viewshed Protection Overlay Zone

Water Resources –Receiving Waters  Receiving Waters (2% of land area is streams) Series of unnamed streams flowing into the North Branch of the Potomac River – Lower North Branch segment  Impervious Surface Ratio Existing: 12.6% - indicates minimal impact to water quality Estimated Future: some impacts on biodiversity, fish population, stream conditions and water quality are expected.  Stormwater Management It is estimated that less than 1% acres is treated Impervious surfaces + steep slopes + highly erodible soils + limited hydric soils + untreated stormwater run-off = impact to water quality and streams conditions High Sedimentation & Stream Bank Destabilization/Erosion

Water Resources – Receiving Waters (continued)  Water Quality Issues for the Lower North Branch MDE’s draft sediment TMDL, not approved by EPA County is not required to address sediment unless the TMDL is approved  Nonpoint Source Loads Analysis - build-out scenario Increase in nitrogen and phosphorus loads What can be done to address sediment loads & NPS load increases?

Water Capacity, Supply & Demand Evitts Creek Service Area Lake Koon & Lake Gordon in PA Serves central Allegany County 15 MGD capacity Existing development uses approximately 40% of capacity Cumberland’s projected growth will use 48% of capacity More than adequate capacity to accommodate BG-PP growth- estimated at 10 units and some commercial development; build-out is estimated at 30 units.

School - Braddock Middle School - Allegany High School Medical Services - New Facility - State of the Art Consolidated Campus Adequate Public Facilities - Adequate capacity will be determined through the development process
