Planning & Proposal Development Feb, 2010: USDOL funds our proposal Grant Basics: – Competitive grant: $190M for 50 states – Wisconsin requested & received $6M – CWI is sponsor of the grant – DWD is fiscal agent and staffs the grant

Planning & Proposal Development Key Objectives – Establish enduring energy sector partnerships – Equip workers with green skills required to obtain and retain energy industry jobs energy efficiency renewables & manufacturing utilities / smart grid – Prepare workers for careers in energy through connection to career pathways

Carry out SAGE funded services SAGE funds 6 staff in One-stops for 3 years for case management & retention: $1,350,000 SAGE funds training costs for tuition and books for up to 940 workers: $1,700,000 SAGE funds supportive services (daycare, etc.) for up to 600 workers: $300,000 Must have approved energy sector plan

DWD – Bureau of Apprenticeship Standards SAGE Activities – Energy Efficiency 2 New Apprenticeships: Weatherization Tech & Energy Auditor Establish statewide uniformity – rely on industry-based standards & ongoing guidance – create standardized state curriculum, via Tech Colleges – establish standardized on-the-job training for workforce Provide portable, nationally recognized credential Link workers to clear career pathway in energy efficiency and construction skilled trades Workers trained: 920 – incumbent workers: 650 – new workers: 270

DWD – Bureau of Apprenticeship Standards SAGE Activities – Energy Efficiency Energize minimum of 3 skilled trades Upgrade skills & knowledge of workers affected by energy & environmental policy -Sheet Metal Worker -Steamfitter -Heat & Frost Worker Incorporate trade-specific and cross-trade energy components into apprenticeship curricula Incorporate energy-specific certs / credentials into apprenticeship standards & structure Provide journeyworker upgrade & apprentice training Workers trained: 1625 – 240 new workers – 1385 incumbent workers

SAGE Activities – Renewables & Mfg 1 New Apprenticeships: Wastewater Treatment Plant Operator Establish statewide uniformity – rely on industry-based standards & ongoing guidance – create standardized state curriculum, via Tech Colleges – establish standardized on-the-job training for workforce Provide portable, nationally recognized credential Link workers to clear career pathway Workers trained: 150 (50 new & 100 incumbent) Supplement OEI infrastructure grants with green manufacturing workforce training ($500k)

SAGE Activities – Renewables & Mfg Energize minimum of 5 skilled trades: Incorporate trade-specific and cross-trade energy components into apprenticeship curricula – construction electrician, ironworker, carpenter, painter/decorator, plumber, roofer/waterproofer Incorporate energy-specific certs / credentials into standards & structure, modifying as necessary Provide apprentice and journeyworker upgrade training Workers trained: 3200 – 240 new workers – 2960 incumbent workers

SAGE Oversight Responsibilities DWD in process of filling 2 SAGE FTEs – provide guidance to local teams on deliverables and strategic initiatives – monitor grant objectives & performance – staff the CWI Energy Sector Subcommittee SAGE staff will initiate local plan process Local plans will come before CWI ESS for review & approval
