Recent Legislative Success Establishment of a solar specific “carve out” within the existing Renewable Portfolio Standard (25% renewable by 2025, with 70% of that wind and 6% of that solar*) *solar requirement starts in 2015 Addition of a solar ramp up schedule prior to 2015 Initial PACE financing clarifying legislation Homeowners Bill of Rights True net metering up to 40kW AC
Recent Legislative Success (cont) For 2012, the Illinois Commerce Commission approved procurement of solar energy from at least 2 solar projects on 12/15/10. These included Invenergy Illinois Solar I, and Rockford Solar Partners.
Key Initiatives for 2011 Expanding true net metering up to 1-2MW (Add community/virtual net metering) Elimination of the Renewable Portfolio Standard cost cap (not likely, although new coal plant bills don’t have rate cap) and/or establishment of a procurement prioritization for solar Work with IPA on a DG focused procurement plan Re-establishment of an in-state preference for renewable procurement PACE Financing Guidance (On hold pending federal guidance)
