Council Policy June 2009 To provide a co-ordinated, coherent and integrated 21 st century youth provision for all young people of the Island To provide sufficient positive things for young people to do To provide a variety of welcoming places for young people to go to and to meet in To achieve this by restructuring the current youth service; increasing partnership working with schools, the voluntary sector, other agencies and the local community

Why we need to change Provide services which meet the needs of all young people, are available full time and look beyond the statutory age range We need to provide a better range of positive things for young people to do with provision on Friday and Saturday nights We need to provide more alternatives and better quality places for young people to go to and meet in. Our Proposal Development of a more full time staffed Youth Connexions service – reduction in the part-time sessional approach to youth work providing an increased all day and all year contact for young people Create a professional workforce development framework to qualify all staff and create career pathways

Our Proposal Increased access to more varied and high quality youth facilities within the local community. Effective use of school sites, the voluntary sector and existing youth and community centres Increased access to other venues, drop in café type and one stop shop facilities Increase in street youth work, detached and outreach with other agencies to reach more young people especially those who do not access current centre based provision

Our Proposal Improved partnerships with schools, the Isle of Wight College, training providers, police, fire and rescue, community safety services, sport, art, cultural and leisure services and the voluntary and community sectors to support more things for young people to do and places to go

Future provision in localities based on 0.7 FTE workforce model using existing venues modified and alternative venues identified West and Central Wight. 24 LA funded paired staff evening sessions and 13 day time per week. Potential to increase to 48 evening sessions and 26 day time sessions if partnering with volunteers or other agencies. North East Wight. 24 LA funded paired staff evening sessions and 13 day time per week. Potential to increase to 48 evening sessions and 26 day time sessions if partnering with volunteers or other agencies. South Wight. 24 LA funded paired staff evening sessions and 13 day time per week. Potential to increase to 48 evening sessions and 26 day time sessions if partnering with volunteers or other agencies.

Our Proposal In the West and Central Wight Locality this will mean: Establishment of: Holiday Club for young people with disabilities in Freshwater Safe Place to Be registered child care for 8 yr olds and over in Freshwater Increase in young people accessing Duke of Edinburgh Awards Increase in mobile provision in town centre and rural communities Increased access to sports activities at West Wight Sports centre Youth Café supporting a voluntary sector provider in Newport Increased access to sports activities at Medina leisure centre and Skate Park Development of digital media based youth activities through Quay Arts Regular Band Nights in Newport Safe Place to Be registered child care for 8 yr olds and over in Newport Extended Schools programme of activity PURE Nights Partnership with: Police and Environmental Neighbourhood Officers National Trust, Freshwater Golf Club, ECO mentoring with Hampton Trust Ventnor Botanic Gardens Island Planetarium, Dinosaur Farm

Our Proposal In the North and East Wight Locality this will mean: Establishment of: Creative and arts-based activities through the Carnival Centre at Westridge Support for an activity club for young people with disabilities Developing the skate park provision Increase in young people accessing Duke of Edinburgh Awards Increase in mobile provision in town centre and rural communities Sporting activities through partner organisations Support the expansion of activities for young people in East Cowes through the voluntary sector Extended Schools programme of activity PURE Nights Partnership with Street Pastors (already active in Ryde on Friday and Saturday nights) Police and Environmental Neighbourhood Officers Voluntary sector organisations e.g. Boys Brigade and Sea Scouts Ryde Skate Park Youth Group Saints in the Community, other local football teams The Pavilion, East Cowes

Our Proposal In the South Wight Locality this will mean: Establishment of: Safe Place to Be registered child care for 8 yr olds and over in Ventnor Youth Café supporting a voluntary sector provider in Ventnor Increase in young people accessing Duke of Edinburgh Awards Increase in mobile provision in town centre and rural communities Increased access to sports activities at Rew Valley Sports Centre and Sandown Sports Centres Increased access to ‘Heights’ activities in Sandown Increased access to ‘Rock School’, rock climbing at Sandown High School Increased access to Space Island – Lake Extended Schools programme of activity PURE Nights Partnership with: Niton and Whitwell Parish Council funding an additional evening session Street Pastors Sandown School Sports Partnership Space Island, Rock School Police and Environmental Neighbourhood officers Sandown Town Forum, Regatta and Carnival Committees

What Next? 1.The final date for consultation will be at the Big Day Out on Sunday 11 th October 2009 Subject to the outcome of consultation: 1.A report will go to Cabinet to approve in November Reorganisation implementation plan published in January Full implementation will be completed by April 2010
