The PACA Business Model Revised version, September 2004 Jörg Meyer-Stamer

Key elements of PACA: The product and its evolution Documentation and codification of PACA process = facilitate transfer and training Scanning of research / academic literature on territorial development and upgrading Scanning of international good practice Execution and evaluation of PACA Projects worldwide Development and refinement of highly effective mini- workshop formats and other diagnostic tools Territorial upgrading Territorial change management

Dissemination strategy for PACA Training of specialized consultants and local actors –in developing countries –in transformation countries –in industrialised countries so far by mesopartner network Execution of PACAs by mesopartner network in new settings –to adjust methodology –to develop new formats –to develop new markets Creation of and support for a Community of Practice

What is the mesopartner network ? mesopartner ParG (Germany) mesopartner international (Scotland) mesopartner Africa (South Africa) RECORD (Ecuador)

The emerging worldwide PACA Community of Practice Dom. Republic Nicaragua Ecuador Colombia Peru Bolivia Brazil Chile Guatemala Serbia Bosnia-Herzegovina Montenegro Macedonia Albania South Africa Namibia Benin Mozambique Ghana Thailand Indonesia Sri Lanka Armenia Vietnam Nepal

What is the role of the mesopartner network ? Execute PACA Training and Follow-up Training Execute few, strategic, innovative PACA Exercises Support the PACA Community of Practice –subscription-based, password-protected Website regularly updated manuals, checklists, format instructions regularly updated PACA presentation files case-studies, videos, photos etc. authentic PACA presentations knowledge-sharing / discussion groups –lots of dynamic content –distance support ( , chat, phone) –newsletter Quality management of PACA

What is the PACA business model for partners in the PACA Community of Practice: –conduct PACA Exercises = sell PACA to actors in your respective countries / regions no territorial monopoly for COP partners –support local authorities and other customers in the implementation of PACA projects –conduct PACA-related training for local players –package PACA into comprehensive LED solutions for mesopartner network : –develop new PACA formats –conduct PACA Training –nodal point in the Community of Practice support and backstopping –develop new products, like RALIS

Typical questions: How can you secure the quality and integrity of PACA? You can’t really, at least not at large. You can within the Community of Practice: –constant exchange on advances in method –systematic documentation –ongoing training For potential customers, the PACA website indicates PACA Consultants who offer good quality. If customers want to go for cheap and bad copies, we can’t help that.

Typical questions: How can you secure the intellectual property rights to PACA? PACA is a registered trade-mark in the EU and South Africa. Rather than pursuing a defensive approach, we opt for an offensive approach: –continuous upgrading of the method –a service-driven Community of Practice model –advertising of experienced PACA Consultants to potential customers  Core idea: Membership in the COP offers value for money -- there is no point in coming up with a cheap copy.

Thank you for your attention!
