Westminster School District Supplemental Educational Services Provider Meeting 2013/2014

Purpose: The purpose of this meeting is to establish general guidelines, procedures, and agreements for the 2013/2014 school year. Failure to abide by these guidelines, procedures, and agreements will be reported to the California Department of Education and may result in removal from the state approved provider list. This also includes: Complaints from parents/tutors Failure to submit monthly invoices Final invoice submission May 2014

Per Pupil Allocation (PPA): $ Pre/post assessments will not be compensated

Agreements: It is the provider’s responsibility to ensure that all provider employees understand and act accordingly and to take appropriate corrective action against provider employees who act in a manner detrimental to the following… Providers and their employees or any agent representing their company must: Conduct community outreach, student recruitment, and serve students fully consistent with the terms of their State-approved application and all State and local policies; Conduct business honestly, openly, fairly, and with integrity;

Recruitment, Compensation, and Incentives: Providers must not offer or advertise economic incentives or gratuities of any kind to parents or students to solicit them to enroll in the provider’s SES program. Providers must not offer a student, parent, or teacher any form of incentive for signing-up a student with a provider. Refrain from publicly criticizing or disparaging other providers;

Comply with the confidentiality and nondisclosure provisions of all applicable federal, State, and local laws, including those relating to student identity, records, reports, data, scores, and other sensitive information; Be factual and forthright in reporting and documenting attendance rates, effectiveness of the programs, and in explaining the theoretical/empirical rationale behind major elements of its program, as well as the link between research and program design; The District prefers that providers do not download forms to hand out to families. WSD is responsible for sending out an invitation to all students eligible for the SES program. A provider matrix is provided, within this mailing, for the parent to make an informed choice of provider.

Providers are allowed to market their SES program to families; however, they must not do so in a way that is threatening to the parent. Providers may not be on school grounds to promote their business. It is preferred if you are promoting your business that your representative be down the street, away from the safe walking route for the student, before or after school. Providers must not encourage students/parents to switch providers once enrolled. A student is considered enrolled once the District has issued the formal student/provider selection list.

Evaluation of Services: WSD will conduct a random parent survey during the current school year. Providers must not attempt to influence or bias parents’ completion of the Parent Survey or any other evaluation of the provider’s services. Providers will receive a short narrative summary of the survey results.

Employment Practices: Providers must not hire school-employed personnel for any purpose other than instruction-related services or program coordination. Tutors who are currently employed by the school district are not allowed to recruit students. Recruiting current WSD personnel must be done in a way that is not disruptive to school personnel or the normal school day.

Master Contract Information: Page 1, Section 1 Verbiage has changed to: No tutoring services to students may commence without a SLP approved in writing by the parent/guardian and submitted to the WSD, office of Categorical Programs / Assessments. Page 4, Section 7 All communication is to be sent to the attention of: Tricia Urbaniec or Sherry Dethlefsen. Page 9, Section 19 The “Certificate of Liability Insurance” and the “Endorsement Page” (form CG ) must be provided.

What should be returned to WSD: Before the release of any student information, the following must be received (U.S. Mail) by WSD.
