Ministry of Construction & Housing Course / Urban Development & Management

Administrative Structure Frame: Ministry of construction & housing is the authorized governmental office which is responsible of plans, studies, designs, build & rebuild and then follow up the construction till the completion of the project for all types of buildings in additional to the responsibility of soil investigation of these projects before designs and accordingly in the mean time the staff of this ministry have to work very hard in order to get developing as soon as possible and substitute the delay. Ministry of construction & Housing has many contracting companies, many commissions, many consultancy & design centers, studies and researches &soil investigations centers and as follows: -

1 planning office which I am working in as Assistant Director general its functions are :- 1-The office prepares the tender documents together with the companies. 2-The office studies & analyzes the tenders according to the tender conditions & regulations and negotiates the selected contractors (if necessary) to fill fulltheconditions & the prices wise. 3-The office gives the recommendations to award the tender to the successful contractor. 4-Follows up all the works of other companies which are belonging to the ministry (mentioned below) from specification, time schedule, cost & quality points of views. 5-The office is responsible of making the plans & the economic studies of the projects. 6-Accordingly the office prepares the estimated cost for each project. 7- The office makes all steps for asking for the budged from a high authorized council ( minister’s council ) through the ministry of planning. The planning office in the ministry has three important sections are:- a- Section for buildings b- Section for housing c- Section for roads & bridges

1 Technical office which is responsible for technical studies, cooperation with other ministries &cooperation universities 1 Financial & commercial office which is responsible for financial affairs in the ministry including the importing 1 Administration office which is responsible for all the administration affairs 6 main contracting companies for buildings / organized by Directors General 2 main contracting companies for roads & bridges/ organized by Directors General 2 contracting & designs companies for buildings / organized by Directors General 1 commission for roads & bridges to design road & bridges and follows up the contractor’s works / organized by Director General 1 commission for buildings to follows up the contractor’s works / organized by Director General 1 commission for housing to follows up the contractor’s works regarding the housing in addition to the design responsibility of the projects / organized by Director General 1 consultancy & designs center for designing & consulting to do all actions dealing with consultancy & designs for all types of buildings ( hospitals, cultural buildings, industrial buildings & general buildings ) / organized by Director General 1 center for soil investigation which is responsible for taking soil investigation to all projects being in the plan of the ministry in addition to the private projects / organized by Director General 1 Researches & Studies center / organized by Director General 1 contracting company for services systems ( electric, electronic, mechanical & sanitary ) / organized by Director General

According to the frame structure of the ministry which has been mentioned above it means that the ministry has 21 companies or commissions, their functions are different from each other and all together they are being control by the ministry through planning office from the starting time till the final handling over for all projects. We believe as Iraqian that the April ( fall of Baghdad ) stopped almost all works in Iraq and especially works of our ministry ( Ministry of Construction & Housing ) that mean that we are delaying more and more than the delaying we had it during Saddam regime and this reason is enough to stop developing so we have to start the developing as soon as possible looking forward the help of our friends like South Korean. We need firstful as priority the infrastructure then we need houses, roads, bridges & and industrial buildings…..etc so the courses that KOICA is doing it are very necessary to our staff to move them toward developing the country fusty starting to train other staff on the knowledge that they had taken it from KOICA and carry on the same procedure to the other staff in Iraq and so on.

Developing In Iraq: Because of the political turbulence in Iraq and especially during Saddam Regime of 35 years which led the next period to be the same as the period of saddam regime and may be worst from developing point of view, so that there wasn’t any progressing known in the country and accordingly the roads & bridges were damaging with out seriously maintain and population of the country increasing with out build houses or apartments and the same thing to the industrial buildings, even no schools, no parks, no commercial complexes and never maintaining & renewing infrastructures because the economy of the country was terrible and the incoming money of the oil ( legally & illegally ) have been taken by saddam and his sons & their relatives so for this reasons we could say that the need for residential units is increasing year by year and our study planned to have around units up to year We know very much that the developing is affected by many categories and the important of them are as follow:- 1- Economy 2- Political Conditions 3- Expert people 4- Investment from inside and outside

As conclusion the fast economic growth help very much to accelerate Industrialization & Urbanization. Iraqian people are looking forward to touch the progressing of the country as soon as possible with help of the friends like South Korean people because of their capability technology and their experience in progressing their country.
