ICT intervention to be planned in each of the below areas of School (Middle, High &Primary School) and Higher Education (UG): 1.Lectures & e-Content 2.Tutorials and Group Discussions 3.Assignments 4.Evaluation 5.Peer Learning 6.Practices (experiments) 7.Administration, accounts & record keeping Apart from the above, focus needs to be given to: 8. ICT infrastructure provision and management 9. Regulation, policies, interventions & norms to encourage ICT usage in Education and Pedagogy

1. LIVE LECTURES USING VIDEO ON INTERNET Live delivery of High Quality content to students using video on high-speed internet Enable students from all over the country to benefit from lectures by experts in the particular field of study Allows for some controlled interactivity between students and Lecturer, as lecture will be delivered to multiple thousands of students simultaneously Lectures could be designed and delivered at 2-4 difficulty levels to cater to different kinds of students and institutions To be made part of the main curriculum, where rest of course/ tutorials/ Interactions handled locally at institutions 0-2 years2-5 years>5 years Higher Education (UG) 10 lectures live on internet for about courses each term (in Science & Engineering)  lectures live on internet for each of the theory courses in Science & Engineering subjects.  lectures for each of the courses in Social Science, Arts, Humanities and Law. Middle & High School 10 lectures in 5 subjects each lectures in each course in High School Primary School 5-8 lectures in 3 subjects

INTERACTIVE e-CONTENT Build e-Content in the form digital textbook that will be accompanied by teaching and learning aids such as videos, animations, images, quiz modules, dictionary, reference links etc. Learning process enhanced, as student has at his/her disposal multiple aids that enhance their understanding of the subject, than the conventional method of rote learning 0-2 years2-5 years>5 years Higher Education (UG) Promote widely Middle & High School Promote widely Primary School Promote widely

TUTORIALS & GROUP DISCUSSIONS Ideally after the main lecture in small groups of students to discuss specific issues/ problem areas with their tutors and fellow students ICT tools to be explored to enable formation of virtual groups, whereby interactive learning and group discussion can take place using audio/ video/text chat/ file sharing / white-board like tools cannot be totally virtual: mix of in-person and ICT enabled tutorials required 0-2 years2-5 years>5 years Higher Education (UG) Explore available ICT tools and experiment in select institutions Scale to other institutes. Mix of online assignments and conventional pen & paper based assignments Middle & High School Explore available ICT tools and experiment in select institutions Scale to other schools based on feedback from pilot schools Primary School Not to attempt

4. ASSIGNMENTS means to enhance the level of understanding of the student: Objective/ exact answer Subjective/long answers Paper preparation and presentation Immediately implement ICT tools for objective type quiz administration, submission and evaluation, as there are tools readily available for the same. For papers and subjective formats, the evaluation by a tutor introduce peer evolution 0-2 years2-5 years>5 years Higher Education (UG) Explore available ICT tools and implement in few select institutes Scale to HE institutions nation wide Middle & High School Experiment with select few schools Scale to all schools Primary School Not to attempt

5. EVALUATION Computer- based evaluation of objective type questions is already in practice in large scale national examinations such as AICTE, JEE etc. ICT evaluation of subjective type requires further research—currently Artificial Intelligence based evaluation and peer evaluation using ICT tools is being explored and experimented. Need of the hour is to conduct more pilots and R&D, over next 2-5 years. 0-2 years2-5 years>5 years Higher Education (UG) Explore/ build tools for evaluation; Use for IIT- JEE Use for national level entrance examinations like Civil Services, SET/NET etc. and competency testing Middle & High School Postpone Experiment for in- school objective examination evaluations Primary School Not to attempt at all

6. PEER LEARNING One of the crucial aspects of the education/ learning process is peer learning and interaction. Students build relationships through formal/informal interactions, living together, going out on trips, helping each other with course work etc. ICT based social learning tools—Facebook, Twitter etc.-- are already intervening in this space and adding new dimension to peer-learning. But in-person interaction is important and Inter-personal aspect of the process of learning should not be replaced but can be complemented by ICT tools.

7. PRACTICES/EXPERIMENTS Practices form a core element of the education process both in Engineering as well as Social Science streams which supplements in- classroom learning. Practices are of two kinds; Working with hand—which needs the physical existence and Working on equipment—for which in some cases ICT platforms/tools can be built: Virtual labs can be used whereby the student can conduct/run experiments and tests virtually having remote access Robots and other ICT tools have been developed for this purpose and are in use in some set-ups. The topic needs accelerated research and development and identification of such suitable tools to enhance the process of learning

8. ADMINISTRATION & RECORD KEEPING This includes such as attendance, fee, accounts, book keeping, MIS etc. ICT tools are readily available for the same, and can be implemented with immediate effect at the level of High & Middle Schools and Higher Education (0-2 years) In the case of Primary School, it can be tried in the time frame of 2-5 years

9. INFRASTRUCTURE Infrastructure availability and accessibility is most important to make sure all of the previously discussed facilities reach the students and institutions. Availability of Devices (tablets/mobile phones/others) and associated software Availability of Network Connectivity DEVICESNETWORK CONNECTIVITY Higher Education (UG) Devices should be made available to all institutions within 2 year period with some spill over High bit rate connectivity within 2 years Medium & High School Devices should be made available within a 5 year period High bit rate connectivity in 2- 5 year period Primary School Devices should be made available within 8 year period High bit rate connectivity in 0- 8 year period

10. REGULATIONS, POLICIES, INCENTIVES, NORMS Opening up of ICT based education provides scope to redo Regulations and Policies. This needs to be discussed.
