Science moves rapidly – difficult to ensure that all important topics are covered or that an appropriate call comes exactly at a time when a good idea is ready to be supported – a complementary bottom-up call needs to be published. Today’s energy demands cannot be met by the existing technologies. In order to get truly innovative novel technologies, ‘breakthroughs’, a paradigm shift is necessary.

The Commission should attend to avoid putting into competition against each other research areas of widely different character. There should be a clear association within the evaluation process of proposals of similar class, i.e., size and funding mechanism The Commission should consider a two-stage submission There was wide agreement on the value of the remote evaluation

Only the coordinator is formally involved in the submission process at stage 1. Details of other participants should be provided in the Part B description of the proposal, but those other participants are not required to submit Part A input at stage 1. Part B uploaded (pdf file) by the applicant into EPSS (10 pages maximum + 2 additional pages to describe the consortium and the estimated financial resources) Eligibility checks: partnership, in-scope, number of pages Evaluation: remote peer-review by independent experts consensus meetings
