Designated Smoking Areas Update to Proposal for Locations

Background Issues Form # was submitted requesting the establishment of a Smoking Policy. Research and discussion occurred in the Campus Development Committee, culminating with the recommendation for Designated Smoking Areas Safety Committee submitted Issues Form # requesting a Non-Smoking Area. It was denied. Wendy Gomez submitted another Issues Form to designate the quad as a non-smoking area. It is still in Executive Council. The Safety Committee is recommending that the Campus Development Committee’s prior proposal for Designated Smoking Areas be updated and re-submitted.

Program Requirements Signage needed for the smoking areas. Identification on campus maps. Publication in bulletins, web page, etc., and posters made for student areas. “A” frame signage at main entrance points for beginning of semester. Development of new policy hand-outs Hand-outs available at Information areas. Removal of all other ash cans to discourage smoking outside of the areas. “Gentle Reminders” from security staff. “No smoking” signage at previous heavy smoking areas with identification of new locations

Costs Signage for “A” Frames. Handouts would cost approximately $80 if 200 were made on standard copy paper, black and white only. “No Smoking in this area” signs are about $17 each, and approximately fifteen would be needed, for a total cost of $255 “Designated Smoking Area” signs would cost about $15 each and ten would be needed. For a total of about $150. Changes to existing map boards are currently being reviewed and these can be incorporated at that time. All costs noted above are before taxes, shipping, and installation. For a “pop-up” add $120 per 10 location for $1200 total For shelters, add $2900 per location for $33,000 total after taxes and shipping, etc.

Decisions on Locations Locations must be at least 30 feet from any operating door, window, or air intake. All parking lots and roadways will be considered smoking areas, as long as they comply with the above. Areas should provide some seating and shelter, although it is not required. Areas are spaced about the campus. 9 areas are being recommended.

Locations Panther Parkway – north of the Pool Hughes Stadium – North end Art Court Theater Quad Quad 1 – Rodda North Quad 2 – Rodda South/LRC East of Lillard Hall Cosmetology Business/Student Center PAC Fountain southeast seats North Gym/City Café Seating

Panther Parkway This area will provide, not only an area for the heavy concentration of smokers, but notice to all entering from the main lot that this is a Designated Smoking Area campus.

Hughes Stadium Although this is adjacent to parking areas, this location will provide a smoking area for event attendees and give notice to persons coming from Light Rail, that this is a “Designated Smoking Area” campus.

Arts Complex Patio The Art Court area fills the campus 30’ requirement and provides some shade. Recommend a specific area of this location be reviewed.

Quad #1 This location close to Rodda North is central to the west side of the quad and primarily out of the way. It has existing seating and some shelter. However, during quad events, it may be necessary to temporarily “close” the location.

Quad #2 This location is designated due to the heavy concentration of smokers in the area and because of its central location to Rodda South and the Learning Resource Center

Lillard Hall This area is used a lot by smokers and provides a space for both users of Lillard Hall and the adjacent portable building.

Cosmetology This location provides a modicum of shelter as well as a central location to a number of buildings. The second picture is an alternate location.

Business/Student Center There are two locations heavily used by smokers in the Business/Learning Center areas. Recommend the use of this area, as it provides shelter and seating.

PAC Fountain Popular location for smoking. Provides shade Seating in place Quick access to the PAC for performance use.

North Gym/City Café Seating This location provides existing seating and is a popular smoking area already. Recommend specific tables be designated and they be checked for distance compliance.

Notes This program requires less maintenance by staff than the current routine of daily cleaning ash cans and picking up discarded cigarette butts. Implementation should occur prior to the beginning of the semester. Information should be frequent and plentiful about the program.
