5 Offshore Wind – European Experience European Experience – Since 1991 – 1,500 – 2,000 MW installed – 100 GW proposed – Jobs and economic development

6 Offshore Wind – European Experience Horns Rev Offshore Wind Farm

7 Offshore Wind – European Experience

8 Comparison of Inland and Offshore Wind Capacity Factors within NYISO (4 to 1 ratio on peak) Source, “The Effect of Integrating Wind Power On Transmission System Planning, Reliability and Operations,” prepared by GE Energy Consulting for NYSERA in Note: “Zone K is offshore; “All other” is onshore.

9 Offshore Example: Cape Wind at 76% CF During NEPOOL’s Top 10 Historical Peaks

Offshore policy recommendations Extend Federal Stimulus Benefits (ITC/Grant and DOE loan Guaranty) to 2016, to recognize added time of developing offshore projects and regulations. Expedite and Consolidate Federal Appeals (as allowed for LNG projects under Section 313 of the Energy Policy Act of 2005) Long-Term Power Contracts with Utilities 10

11 Offshore Wind – Renewable Energy Goals Massachusetts has the goal of reaching 2,000 MW of wind energy by Governor of Massachusetts, Deval Patrick: “I view this project as an important symbol of our commitment to clean energy. The Commonwealth has the opportunity to be the world’s leader in clean energy and the economic development that will come from that leadership. …We have work to do as we build a clean energy economy – let’s get on with it.”

THANK YOU!! 12
