3 IPPC Directive has not been transposed in the Croatian legislative acts.  existing permitting and inspection - based on single media and fragmented  elements of the IPPC Directive - partially transposed in existing national legislation  quite a number of sectoral legislation covering different aspects of environmental protection Provisions of those acts do not meet the full requirements in the IPPC Directive! 14 INSTITUTIONAL CAPACITY 1.MEPPPC has been envisaged as CA. 2.MEPPPC - Inspection Directorate has been envisaged to be in-charge for compliance monitoring. 3.Co-ordination procedure will be established with other relevant governmental authorities – MAFWM and MHSW. 4.CEA has been envisaged as the authority to be responsible for the exchange of information. 16 COMPLIANCE COST 1.The implementation of the IPPC Directive will represent the most significant change to current practice in the field of environment to the industry. 2.Cost assessment will be conducted on “plant-by- plant basis” 3.Resources (extra-budgetary) of the Environmental Protection and Energy Efficiency Fund will be used. 4.Public-private partnerships will be emphasized.
