Long Range Planning Committee

Outline Issues being studied Society structure Conference improvement Electronic Services Role/Responsibility Descriptions/Commitments

Society Organization Worked with Membership VP-Elect & C&B committee to realign standing committee structure Jointly with Conference Board, proposing new standing committee on technical program steering Plan to appoint Associate VPs to help VPs and bring younger people into greater participation Proposing new standing committee on electronic services

Conference Improvement Worked with VP for Conferences Studies conducted Bekey report RACOR report Reviewing software Motion Create a Steering Committee on Technical Programs as a Standing Committee reporting to the VP for Conferences. Will be submitted through Constitution and By-Laws Committee for next AdCom meeting.

SCTP Committee Motion – The following section shall be added to Article IX of the By-Laws: Steering Committee for Technical Programs. This committee shall report to the Vice President for Conference Activities and be composed of the immediate past, present and next ICRA Program Chairs, a representative from each of the Publications and Technical Activities boards appointed by their respective vice presidents, at least 3 AdCom members and other members appointed by the Vice President for Conference activities with approval of the President.

SCTP Committee Motion (continued) The SCTP shall be responsible for year-to- year consistency and coordination of the technical aspects of conferences such as: paper reviewing system, reviewer management process, keyword, reviewer and reviewer performance databases, guidance on quality issues, conference review and other matters pertaining to the technical aspects of our conferences.

Electronic Services Background Electronic services essential to Society Committee needs unmet Current web hard to use & maintain IEEE TAB & other societies have similar problems and are investing in solutions Proposed activity Create Standing Committee on Electronic Services Use initiative funding for next three years to re- create Society web and electronic services Preliminary proposal submitted through FinCom

Electronic Services Motion – The following section shall be added to Article IX of the By-Laws: Electronic Services Committee. This committee shall report to the Society President and shall be composed of one representative from each Society Board (designated by the corresponding Vice-President), at least two AdCom members, and additional members, as appointed by the President. It shall be responsible for the creation and management of society web and electronic services.

Responsibility Descriptions Activity in progress to document Society organization & key position responsibilities Steve Hsia has agreed to coordinate effort to create responsibility descriptions for key positions Nearest term goal – create responsibility description for RAS President and President- Elect Need to generate AdCom role description next. Recommend having all candidates sign acknowledgement of and commitment to responsibilities.

New Subcomittee A motion was passed to “create a subcommittee of the LRPC to study the implications of breaking away from IEEE.” The motivations are lack of control over our funds and IEEE policies over which we have little control. This means only that there should be a study of implications of breaking away, not that we should do so at this time.
