Budget Informational Notes Changes to the Illinois Program Accounting Manual (IPAM) Changes to the Illinois Program Accounting Manual (IPAM) –The biggest change was the change of the 80 Fund from RENT to TORT. Tort monies, which are generated through local revenue, have traditionally been spread out between the Education Fund, Operation and Maintenance Fund, and Transportation Fund.
