9 FY ’09 Budget Planning Assumptions State Appropriations Remain at Biennium Budget Allocation. Tuition Freeze Remains in Effect Enrollment increase of 3.5% for Fill All Current Vacant Positions. Consider Planning Advisory Committee’s Recommendation.
