Effective Jan. 1, 2015 – Parent must receive vaccine education from local health department (entering daycare, kindergarten, 7 th grade or newly enrolled)  MCDH for waiver links

School Aid Act 25e – FTE Transfer  No changes in process or requirements NEW:  CEPI not required to report transfers and net changes any longer  CEPI is required to report # pupils new to the State > Oct. count  CEPI is required to determine # pupils in Oct. count that left State < Feb count  CEPI is required to look at enrollment processes for new to State pupils and process for deducting pupils moving out of State > Oct.

25e FTE Transfer  District “A” must  Monitor pending requests – attendance, 21f, withdrawal  Notify auditor of disputes  District “B” must  Submit SRM in MSDS within 30 days of first date of attendance or 30 days after certification date, whichever is later.  Enter Sec. 25 component for each student claiming  New FTE ≤ Oct Membership FTE  Submit request and supporting documentation to auditor

25e FTE Transfer Requests for FTE adjustment per Sec. 25e Required Documentation – include with each Request Form 1. Copy of district enrollment form – DATED and signed. 2. 25e FTE Transfer Reminders: 1. Submit requests and documentation electronically to subject = Section 2. Submit one student documentation set in one file 3. UIC = Filename 4. Include documentation for first date of attendance 5. Voluntary!  First date approvals/denials will be Dec. 1, 2015 with April 15, 2016 end date for approvals/denials

School Aid Act MCL a (14), (15)  If PSA enrolls pupils outside of ISD where PSA is located who are eligible for special education programs and services – providing the special ed and payment of added costs are responsibility of district and intermediate district where pupil resides unless district or ISD has written agreement with the PSA.  Beginning in – failure to comply results in penalty of 10% of total state aid

School Aid Act MCL a (14), (15) Out-of-County SE Pupils at PSA  What this means – identifying resident district of SE students enrolled in PSA will become necessary. Proof of residency.  Submit list/report of non-Ingham SE pupils with agreement attached. (form)  Cyber PSA – submit list only, we will request sample of agreements

School Aid Act Postsecondary/Dual Enrollment  Section 64b Continues: $ incentive  Courses provided by community college under 21(f) do not count against the 10 course maximum  Course is not offered by district or scheduling conflict

School Aid Act Funding Split Between PSA/LEA  Pupil enrolled and attending PSA for ≥ 50% (549 hrs.), PSA calculates their FTE first then remainder is available for LEA.  Pupil enrolled and attending LEA for ≥ 50%, (549 hrs.) LEA calculates their FTE first then remainder is available for PSA.  Note: Cyber Schools are Public School Academies and students are 100% enrolled at Cyber Schools.

Reminder Drop Out Recovery/Prevention Programs (Sec 23a) (Graduation Alliance)  Continues as last year  Must complete Compliance Certification form and submit with count materials

School Aid Act Adult Education If student has received HS diploma or GED and is: Years old as of 9/1 2. Reading below 9 th grade level and/or 3. Below 9 th grade in mathematic May be enrolled and counted in Adult Ed (ABE)

School Aid Act - Days and Hours  175 = minimum days (CBA – 7/1/13)  Submit CBA if haven’t already  180 = minimum days (CBA 6/24/14)  1,098 = minimum hours for  Professional Development Hours not countable as instruction unless CBA as of 7/1/2013  (and only countable until that CBA expires)  Submit CBA if haven’t already  (Remember, per school code, must still provide minimum 5 days of prof. dev.)

PAM Revision Required Documentation  Teachers must not obliterate the original attendance record for pupils who are no longer enrolled in a course.  An alternate form of attendance record keeping may be required if the current system is deemed unreliable by the auditor

PAM Revision Non-Public Shared Time & Homeschool  Eligible courses are nonessential electives in the subject areas of phys. ed., art, music, driver’s education, computer science, foreign language, CTE, and AP.  Ineligible courses are those in subject areas that are essential curriculum; including mathematics, reading, English, social studies, science, writing, Constitution of - United States & State of MI, history and present form of civil government. Remedial courses also ineligible (ESL).  Possibility of kindergarten students being eligible (bill passed by House)

PAM Revision – Nonpublic Shared Time Non-Public Shared Time at Non-Public Site  Daily attendance must be taken by certified teacher doing instruction  Instruction must take place during regularly scheduled day – virtual, just like public, can be any time during the day  Course is part of student’s schedule and not extra-curricular  Changed the Public/Non-Public Time Comparison form

PAM Revision – ECSE  R ECSE classroom program (2.5-5 yrs) –  360 hours and 144 days required as minimum.  FTE determined by dividing hours scheduled and provided by 450 hrs.  Forgiven days and hours  R ECSE Services – (2.5 – 5 yrs) (GSRP integrated but individual)  Minimum 2 hours per week, not less than 72 in school year  FTE determined by dividing hours scheduled and provided by 180  Forgiven hours  R ECSE Services – (birth – 3 yrs) (individual)  Minimum 72 hours in calendar year  FTE determined by dividing hours scheduled and provided by 180

PAM Revision 5-O 5-O-B – Seat Time Waivers Instructional Time Requirements  A. Blended = pupils must receive at least 549 hours of on-site instruction in reaching the 1,098-hour requirement.  B. 100% online seat time waivers = services are available to pupils for at least 1,098 hours during a school year and ensures that each pupil is on track for course completion at proficiency level.  At the end of the school year, districts will be required to report student growth for seat time waiver participants using a growth to proficiency model.

PAM Revision 5-O 5-O-B – Seat Time Waivers Waiver Renewal  Blended and 100% On-Line Waivers granted for remain in effect (unless revoked by State Supt.)  A waiver not described by (A) or (B) above remains effective for one (1) fiscal year

PAM Revision 5-O Section 21f SAA: Expanded Online Learning (PAM 5-O-D)  Interactive internet-connected learning environment where pupils separated from their teachers by time or location, or both  Courses on statewide catalog  District must allow two online courses per term, semester, or trimester with consent of parent  Can be more than 2 classes if previous success with online course  No requirement for concurrent class (NEW)  District has option of denying registration in the courses

PAM Revision 5-O Section 21f SAA: Expanded Online Learning (PAM 5-O-D)  Reasons to Deny: 1. Pupil previously gained credit for course 2. Course not capable of generating academic credit 3. Course is inconsistent with grad requirements or pupil career interests 4. Pupil doesn’t have prerequisite knowledge or skills to succeed in course or failed previous online course in same subject 5. Course is insufficient quality or rigor, district must help pupil find appropriate alternative 6. Cost exceeds amount required to pay unless parent willing to pay the difference 7. Request doesn’t occur within timeline set by district for enrollment and schedule changes

PAM Revision 5-O Section 21f: Expanded Online Learning (PAM 5-O-D)  Primary district pays cost of course 100% upon registering and maximum allowed = 6.67% of Min Foundation Allowance ̴ $493 (SAA)  Grades 6 – 12 (SAA)  Must have 2-way contact between the student and teacher of record or mentor (PAM)  Community Colleges can now be a provider of 21f courses (SAA)  FTE is not transferrable under 25e

PAM 5-O Revision Participation: 1. Two-way interaction between the pupil and the Teacher of Record or Mentor 2. Must occur at least one (1) time per week for the four (4) week count period 3. Must be relevant to course or pupil’s progress 4. May be through means such as , telephone, instant messaging, face-to- face 5. Must be documented Note: The district may not claim any FTE for a pupil who does not meet this participation requirement

General MDE and CEPI Information  If winter break is 4 school days or longer, requirement for weekly tw0-way interaction does not apply for that week.  If school is canceled district-wide for 3 days or more in one week, that week does not count. Week = Wednesday → Tuesday
