Advisory Board Leadership Seminar High Country Council of Government Mark D. Bradbury, Ph.D. Director, Master of Public Administration Program September 12, 2015

Leadership, defined ?

Leadership Leadership is getting people to do what they don’t want to do, and to like it. President Harry S. Truman I don’t want you fellows sitting around asking me what to do. I want you to tell me what to do. General George C. Marshall

Leadership in the New Normal Lt. General Russel Honoré Retired from US Army after serving 37 years Commanding general in Middle East and Korea Led US Dept. of Defense response to Hurricanes Katrina and Rita Awards and medals include the Defense Distinguished Service Medal, Legion of Merit, Bronze Star, Global War on Terrorism Service Medal, and Kuwait Liberation Medal

Leadership in the New Normal 1.No great change comes without leadership and sacrifice. 2.Good leaders learn to do the routine things well. 3.Good leaders are not afraid to act even when criticized.

Leadership in the New Normal 4.Good leaders are not afraid to take on the impossible. 5.During difficult times the leader must be visible to his or her people. 6.The true mark of a great leader is that people follow him or her willingly.

Leaders and Followers You cannot order people to think. You cannot order people to cooperate. People have to want to do these things. Admiral Arleigh Burke

Strengths Based Leadership Gallup scientists studied over 1 million work teams, conducted more than 20,000 in-depth interviews with leaders, and interviewed more than 10,000 followers around the world

Strengths Based Leadership Goal: to understand why people follow More than 10,000 ‘followers’ were asked to think of a leader that has a positive influence on their daily life – Then list three words that best describe what this person contributes to their life

Strengths Based Leadership Why do people follow? – ‘usual suspects’ were not among the most frequent responses e.g. purpose, wisdom, humor, or humility

Strengths Based Leadership TrustCompassion StabilityHope Four Basic Needs

Strengths Based Leadership Trust Honesty, integrity, & respect Authentic & candid Relationships are more important than competence in building trust Compassion Caring, friendship, & happiness Leaders must have a ‘positive bias’ – employees don’t want to follow ‘negative’ people around

Strengths Based Leadership Stability Security, strength, support, & peace Change is inevitable, so leaders must also offer stability and confidence Transparency – financial and strategic Hope Direction, faith, enthusiasm, & guidance Reacting vis-à-vis initiating “If as a leader, you are not creating hope and helping people see the way forward, chances are, no one else is either.”

Federal Employee Engagement Based on a 2010 MSPB survey of approx. 42,000 Federal employees regarding their motivation and engagement in the performance of their work Study found that Federal agencies can make better use of rewards flexibilities by seeking insight into what employees' value and crafting rewards around them Outlines steps that agencies and managers can take to enhance employee motivation and organizational performance

Federal Employee Engagement What motivates public sector professionals? Percentage of Federal Employees Finding Each Reward Important or Very Important to Seeking and Continuing Employment in Their Organization

Federal Employee Engagement

Employee Engagement Discussion: – What are some examples of past efforts that have coincided with these motivators? – What more could be done in the future to enhance the engagement of employees?
