MOLDOVA LEGAL AND INSTITUTIONAL FRAMEWORK MOLDOVA LEGAL AND INSTITUTIONAL FRAMEWORK the following modernizations initiated and implemented:  Legal harmonization with the EU (amendments to the of Moldova Customs Code and secondary legislation)  Specialized subdivision for AEO set up in HQ and staff nominated in the regional customs houses  Training and exchange of experience with other countries (study visits and seminar with the EU experts)  Adjustments to the national risk management system (selectivity parameters adjusted)  Customs-business dialog on AEO developed (seminars, consultations with business community)

EU AEO RECOGNISION PILOT PROJECT LEUSENI BCP/ MOLDOVA-ROMANIA BORDER as from 1 July 2015

WHO CAN BENEFIT? EU AEO holders of the Certificate AEOS and AEOF playing a role as exporter and/or transport operator in the supply chain of a consignment that cross the Moldovan- Romanian border at Leuseni –Albita BCP. The Pilot Project will be applicable for entrance to Moldova HOW THE PROJECT WORKS? Project is based on cross-border cooperation mechanism implemented by Moldova and Romania customs. Thus, on exit from EU, Romanian Customs identifies the consignments belonging to valid EU AEO certificates, and fill in the Accompanying form that is being handed in to the respective driver. The Accompanying form is being passed over by the driver to the Moldova Customs for recognition.

WHAT ARE THE BENEFITS ?  Fewer controls – by application of the lower examination rates than to other economic operators  Consultations – by dedicated officers assigned to help companies to coordinate and solve customs issues  Faster Border crossing – by priority access to the customs control zone, and priority border crossing using dedicated AEO fast lane FAST LANE is marked by the following ROAD SIGH
