INTRODUCTION  Industry-Wide Participation  Room to Improve Nighttime Flight Tracks  Comprehensive Approach  GOALS –Improve Efficiency –Enhance Safety –Reduce Noise Impacts

WORLD GATEWAY PROGRAM  Allows O’Hare to remain cost competitive among the North American International Gateways  Maximizes international air service opportunities  Provides efficiencies for code sharing airline partners  Responsive to passenger needs  Maintains existing and future efforts for noise reduction

HIGH DENSITY RULE  Originated in 1969  Introduced by FAA as a temporary measure to reduce delays  Today’s technology and procedures have rendered the rule obsolete  O’Hare is the only hub-airport operating under the restrictions of the High Density Rule  Results in flights being forced into the early morning and late evening hours when rule is not in effect

O’HARE NOISE COMPATIBILITY COMMISSION Mission: To assist in developing meaningful methods of reducing the impacts of aircraft noise on our surrounding neighborhoods through home and school sound insulation, and to reduce, wherever possible, aircraft noise at its source.  Comprised of 17 Municipalities and 8 School Districts

STANDING COMMITTEES

FLY QUIET PROGRAM

AIRPORT NOISE MONITORING SYSTEM  Collects Flight Tracks and Noise Data by Aircraft within 40 nautical miles  Nighttime Flight Track Deviation Reports  Public Information  Ability to Show Improvements

NOISE MONITORS

EXAMPLE REPORTS

1997/2000 NOISE CONTOUR

AIRPORT AND AIRLINE COMMITMENT FOR NOISE COMPATIBILITY  Extend the Sound Insulation Program Beyond 1999  Seek Nighttime Fleet Mix Improvements  Appoint Designated Fly Quiet Directors  Develop Performance Measures  Expand Education Program  Pursue Fly Quiet Program Enhancements

Fly Quiet Program enhancements may include: –Equip aircraft with Area Navigation technology, such as FMS for improved pilot execution of flight tracks –Implement Global Positioning Satellite technology to better utilize compatible flight tracks during the nighttime hours –Implement air traffic control simulator testing/training –Monitor shoulder hour runway use/flight track program AIRPORT AND AIRLINE COMMITMENT FOR NOISE COMPATIBILITY

GPS TECHNOLOGY  Government-Industry Partnership formed in 1998 to pursue LAAS GPS  City has committed over $3 million towards differential GPS capability for the Chicago Airport System due in 2001.

TRACK MAPS Legend Preferential Flight Track Shoulder 1 Hour Departures 11 p.m. to 6 a.m. Departures pm and 6-7am NOTE: Flights shown until 3,000 ft. MSL

TRACK REPORTS

SUMMARY  Aggressive Program Using Existing Technology to Improve Nighttime Flight Tracks  Goal is to have usable procedures within a year.  Work towards RNP of GPS procedures in the future.
