 To improve educator practice (teaching and leading) and increase student achievement.  The funds will support statewide professional learning for implementation of Common Core State Standards and educator evaluation systems (SB290/ESEA Waiver). EDUCATOR EFFECTIVENESS- CCSS PURPOSE

 All school districts and ESDs in Oregon  Each district, or consortia of small districts, is asked to establish a Professional Learning Team, or build on existing collaborative leadership teams, that include teachers, building and district administrators EDUCATOR EFFECTIVENESS- CCSS TARGET AUDIENCE

 Professional Learning Teams  PLTs are collaborative teams of teacher and building/district administrators who support district-wide implementation of the Oregon Framework (SB290) and the Common Core State Standards.  PLTs will attend five professional learning days sponsored by ODE at no cost to districts and ESDs. This is separate from the funds that will be distributed to districts by ADMw for local implementation.  District Allocations (Non-Competitive Grants)  ODE will allocate funds to each district from a total of $6M through non-competitive grants based on ADMw to support professional learning in their district. This is addition to the support given to districts to attend the PLT conferences. EDUCATOR EFFECTIVENESS-CCSS KEY ELEMENTS

 Regional Support  ODE will support networking among districts in regions across the state to share lessons learned and best practices from District Collaboration Grants and other model districts.  The November 14/15 session will be held at Eastern Oregon University in LaGrande.  The November 19/20 session will be at the Oregon Convention Center in Portland.  The December 3/4 session will be in Eugene at a location yet to be determined. EDUCATOR EFFECTIVENESS-CCSS KEY ELEMENTS

 For Professional Learning Teams/Conferences: In November 2013, funds will be available through the Electronic Grants Management System (EGMS) for PLTs to attend the ODE conferences. Funds will cover all travel costs for PLTs to attend the conferences and substitute cost for teachers.  For District Allocation (Non-Competitive Grants): In January 2014, each district will receive their allocation based on ADMw from a total of $6M.  Funds are to be used by ESDs to assist school districts in researching strategic initiatives and assisting districts in completing grants that are appropriate for their communities ESD GRANT-WRITING FUNDS KEY ELEMENTS

 $15,000 to every ESD  Funds available for use now  Must be spent by June 30,2015 ESD GRANT-WRITING FUNDS DATES AND AMOUNTS

 Mentor underserved eighth and ninth grade students to put them on track to earning six or more credits toward graduation before entering the tenth grade.  Provide the necessary support for participating students to achieve a “C” or higher in core academic subjects within the current academic year which can include the summer session. STUDENT MENTORING, MONITORING, AND ACCELERATION GRANTS PURPOSE

 Non-profit organizations and school districts or  Consortiums of non-profit organizations, school districts and other entities.  Underserved eighth and ninth grade students:  Who have dropped out of school  Who have dropped below a “C” in core academic subjects  Who need additional support to maintain a “C” in core academic subjects STUDENT MENTORING, MONITORING, AND ACCELERATION GRANTS TARGET AUDIENCE

 Increasing the classroom instruction time  Implementing proven culturally responsive methods  Providing culturally responsive training and/or professional development  Strengthening support systems  Enabling and encouraging parent advocacy STUDENT MENTORING, MONITORING, AND ACCELERATION GRANTS KEY ELEMENTS

 Increments  The RFP was released October 25,  Proposals and electronic submission of the Appendix B Organization Assurances need to be postmarked by November 22,  The program selections and notifications will be made by December 6,  Program disbursements will take place the following week of December 9, Proposals need the November 22, 2013 postmark for consideration.  Provide non-profit, community-based organizations support to expand, develop, revise, or otherwise implement programming centered on meeting their academic needs  Support non-profit, community-based organizations in all stages of the grant funding process: Planning, Implementation, and Evaluation  Increase academic outcomes  Closing achievement gaps CLOSING THE ACHIEVEMENT GAP FOR AFRICAN AMERICAN STUDENTS PURPOSE

 Non-profit community-based organizations (As defined by Oregon law and the 501 (c)(3) of the IRS)  Organizations serving a majority population of African American students  Organizations are expected to collaborate with school districts, parents, and other important stakeholders  Smaller non-profits and larger non-profits are encouraged to collaborate to create services or programming to meet the needs of the targeted population CLOSING THE ACHIEVEMENT GAP FOR AFRICAN AMERICAN STUDENTS TARGET AUDIENCE

 Strengthening ties between home, school, and community  Creating space for active parent participation and involvement  Innovative programming that focuses on closing gaps  Training and/or professional development for parents, educators, and interested community entities on closing gaps  Literacy initiatives for closing gaps  Designing and utilizing curriculum that is culturally responsive in an effort to specifically address their needs  Potential for becoming an exemplar model focused on this work CLOSING THE ACHIEVEMENT GAP FOR AFRICAN AMERICAN STUDENTS KEY ELEMENTS

 The RFP was released on October 21, 2013  The RFP is due on November 22, 2013 at 5pm  The award amounts will range from $50,000- $100,000  It is anticipated that six (6) grants will be awarded  Grant webinar was conducted on Monday, October 28 th.
