NUTS CLASSIFICATION NUTS definition in Turkey (Decision of the Council of Ministers No. 2002/4720, September 2002) 12 NUTS I, 26 NUTS II and 81 NUTS III regions defined with the idea of effective data collection on regions to form regional statistics, performing socio-economic analysis of the regions determining the framework of regional plans/programmes/policies, efficient implementation and analysis of regional development policies, establishing statistical databases in line with the EU Regional Statistics System

ESTABLISHMENT OF DEVELOPMENT AGENCIES The Law on the Establishment, Coordination, and Duties of Development Agencies at NUTS II level entered into force on February 8, Izmir Development Agency (TR31 NUTS II Region) and Çukurova Development Agency (TR62 NUTS II Region) were established with the Cabinet Decision (No. 2006/10550 and dated 6 June 2006) Establishment of other DAs at NUTS II level would be decided by the Cabinet (SPO)State Planning Organization would be responsible for overall coordination of DAs;

Moreover SPO would;   ensure the conformity and the harmony of the regional plans and programmes   provide consultancy and guidance for agencies   monitor and evaluate the implementation of plans and programmes   determine the principles and procedures regarding the assessment of institutional performance of agencies and performance of programmes   ensure inter-agency cooperation and support joint project generation   ensure cooperation and coordination between related institutions at central level (inter- ministerial coordination)

DUTIES AND RESPONSIBILITIES (1) Provide technical support to the planning studies of local authorities Support projects ensuring the implementation of regional plans and programmes and to monitor & evaluate them Contribute into the improvement of the capacity of the region concerning the rural and local development Improve cooperation in between public sector, private sector and NGOs

Ensure effective & efficient utilization of the resources Promote business and investment facilities of the region Follow and coordinate centrally the permission and licence transactions and other administrative transactions of the investors Support SMEs and new entrepreneurs in cooperation with other related institutions Promote activities related to bilateral or multilateral international programmes

EXECUTIVE BOARD Decision-making body of the Agency Aim: Decide on the policies, strategies and administrative issues Meeting intervals: At least once in a month Main Duties and authorities :   Adoption of annual work programme and budget including provision of financial & technical support   Reporting to SPO on all matters related to the implementation of programmes and projects   Determine and review rules and regulations regarding all fiscal, administrative and organizational matters when necessary

DEVELOPMENT COUNCIL Acts as a consultative platform for the major regional actors Aim: To enhance cooperation in the region and to guide the Agency. Members: Composed of maximum 100 members Meeting intervals: At least twice a year Main duties and authorities :   Discuss and evaluate regional issues (plans) and make proposals on them,   Select 3 representatives from private sector and/or NGOs to the Executive Board (when applicable)   Make recommendations to the Executive Board

GENERAL SECRETARIAT Composed of Secretary General, Experts and Support Office Employee Acts as technical and executive body of the Agency Implements the decisions given by the Executive Board Recruits personnel

INVESTMENT SUPPORT OFFICE Duties and Responsibilities:   to follow and coordinate the permission and licence procedures of investors in private sector and to monitor the investments   to inform and guide the investor in accordance with the application conditions and required documents within the framework of the related legislation   to carry out pre-examination about the applications   to inform the Governorship and the Secretary General about the works, transactions and bottlenecks
