FOND Development Summer Camp 9 July facebook.com/CONCORDEurope #forFairEurope Why CONCORD (and I) cares about Policy Coherence for Development Blandine Bouniol PCD Coordinator
Incoherencies have negative impacts on people’s lives and the planet
Examples Sorry I’m busy saving the planet Biofuels for European cars vs Food security in developing countries Biofuels for European cars vs Food security in developing countries Favorable regulation for European big businesses’ profits vs fiscal revenues for developing countries
Reasons for incoherencies Development objectives are subordinated to other interests Lack of education on development / Development considered as being handled by aid only Inadequate and inefficient institutional mechanisms Lack of political will
CONCORD vision on PCD
Treaty obligation Article 208 of the Lisbon Treaty : “The Union shall take account of the objectives of development cooperation in the policies that it implements which are likely to affect developing countries.”
Ensuring that EU policies are not worsening poverty and human rights violations in developing countries PCD = SOCIAL JUSTICE and FAIRNESS RIGHTS and PEOPLE
POLITICAL VISION Global development is in the EU’s interest Acknowledgement of impacts beyond EU borders POLICY MAKING Participative policy making; multi-actor coordination Evidence-based / informed policy-making
DEVELOPMENT EFFECTIVENESS Complementarity to aid effectiveness secure or multiply aid impact Create an enabling environment for development and human rights Respect ownership of developing countries Accountability of the EU towards European citizens and partner countries
To make PCD a reality, we need: 1. Political will and commitment 2. Institutional mechanisms to prevent incoherencies To detect incoherencies To redress incoherencies 3. Competence Build PCD in everyday political choice
My motivation to work on PCD An opportunity to innovate and think outside the box The promise of a fairer, more harmonious world
Promoting PCD in the post 2015 framework
An enabler: none of the SDGs will be achieved to the maximum extent possible without PCD A mean to balance the economic, social and environmental dimensions of sustainable development A commitment to dialogue and coordination
From PCD to PCSD A new “D” : 17 SDGs PCD = a Northern concept / old donor-beneficiary relation PCSD = universal agenda A new “C”: multidimensional coherence Domestic, external, collaborative No agenda for alignment/harmonization
Role of the EU Legitimacy: unique region with a legal PCD obligation The EU should use its role as PCD champion globally in the post 2015 negotiations Push for PCD as a target AND in the Declaration Accountability to deliver EU obligation + global commitments implementation plan mechanisms: merging with PCD mecha? Walk the talk - make PCD a reality!
CONCORD strategy on PCD
