National Benefits Center June Adoption Centralization at the NBC On April 1, 2010, USCIS began the first phase to centralize processing at the NBC. This first phase included centralizing the adjudication of all newly domestic filed I-600A/I-600 cases in the US. On July 1, 2010, USCIS will begin the second and final phase of centralization. This phase will include centralized processing of all grandfathered and extension cases.
National Benefits Center June What is an Extension case? An approved I-600A may be extended for an additional 18 months of approval if the request to extend is received prior to the I-600A expiration date. An approved case that was grandfathered under Orphan regulations and process can be extended. Requesting an extension allows: Continuance under the orphan process without loosing place in queue under grandfathered policies. Letting the approval expire will require you to file under Hague requirements, with fee.
National Benefits Center June What is a Grandfathered Case? A case is grandfathered under Orphan process and regulations for Hague countries if: An I-600A/I-600 was filed with USCIS prior to Hague implementation in the US on April 1, The approval remains valid.
National Benefits Center June What is a Transition Case? A case is transitioned under Orphan process and regulations for Hague countries if: An order of adoption or legal custody was issued in a Hague country prior to April 1, 2008.
National Benefits Center June Centralization of I-600A/I-600 Cases at the NBC DateProcess Step April 1, 2010All new cases filed in the US began processing at the National Benefits Center (NBC) – this step has been completed. June 25, 2010All USCIS Field Offices will initiate an inventory of all cases to be transferred to the NBC and begin the coordination for transfer. July 1, 2010a) Field Offices will ship all cases to the NBC. b) Impacted families will receive a letter from USCIS explaining the change. c) NBC will begin processing of all international adoption cases for USCIS filed within the United States. Adoption Centralization Steps and Timeframes:
National Benefits Center June NBC Process Overview I-600 / I-600 A filed at the lockbox facility (Day 1) Lockbox accepts fee and forwards the case to the NBC (Day 1 – 5) NBC receives cases from lockbox (Day 6-10) NBC enters the case into tracking systems – acknowledgement notice is sent (Day ) Case reviewed for all supporting materials (Day ) If home study is present at the time of filing the case will be schedule to capture biometrics If all materials present and fingerprints cleared, case will be adjudicated (Day 30) If additional information is needed, a request for evidence will be issued Once all materials needed are received and fingerprints cleared, the case will be adjudicated
National Benefits Center June NBC Processing Overview, cont Points at which the process will generate interaction with the customer: NBC receives the case from the lockbox facility – Day NBC will generate a receipt notice and mail it to the customer NBC reviews the case for all needing supporting documentation – Day If materials are missing, the NBC will generate a request for evidence and mail it to the customer This time will not be counted in the processing time. Once the requested information is received, processing will resume on the case NBC Adjudicates the case (Day 30) The NBC will mail the decision letter to the customer
National Benefits Center June NBC Processing of Extension Cases Written request for extension from PAP must be submitted No application is filed with USCIS for the request to extend approval Proof of initial approval should be submitted along with an amended/updated home study NBC will process extension requests based on the date they are received Request should be sent to: National Benefits Center Attention: Adoptions PO Box 8025 Lee’s Summit, MO 64002
National Benefits Center June NBC Processing Times The NBC has set a goal to process in the following timeframes I-600 A – 30 Days I-600 – 15 Days Please note that if cases are received without all of the needed materials, a request for evidence (RFE) will be issued. The time associated with the RFE is not counted in this timeframe These timeframes are consistent with Hague Adoption timeframes
