Business and industry, the labour force, competence and skills, and cultural activities The goal of the responsibility area is to support the balanced development of regional and communal structures, to develop policies for economic development, innovation environments, agriculture and employment, to promote competence, education, culture and the employment and social integration of immigrants. ELY Centres play a key role in regional development and the granting of EU funding. 2013
