OGC ® 3 INfrastructure for SPatial InfoRmation in Europe (INSPIRE) Laid down in INSPIRE Directive (accepted by EC May 2007), in Implementing Rules, (many !) guideline documents … Aim: “establishing an infrastructure for spatial information in Europe to support Community environmental policies, and policies or activities which may have an impact on the environment”  enable exchange of spatial information between the member states to support environmental policies Keywords: Harmonization, Metadata, Services, Infrastructure … This leads to Interoperability, standards (and OGC !) INSPIRE Overview

OGC ® 4 INSPIRE “upstream” data specification What data ? A Drafting Team (DT) has provided a high level definition of data themes, laid down in 3 annexes : Annexe I and II : “Basic” geographic data CRS, Grid Systems, Addresses, Cadastral Parcels, Hydrography … Elevation, Orthoimagery, Geology.. Annexe III : Themes directly linked to DWG Met-Ocean concerns Human Health and Safety (Air quality (O 3, NO 2, SO 2, UV, aerosols)). Natural Risk Zones Atmospheric conditions (Precipitation, wind, clouds, lightning, temperature, UV) Meteorological geographical features (Synoptic observations, clouds, precipitation.) Oceanographic geographical features Sea Region (Sea water temperature, sea level)

OGC ® 5 Main INSPIRE milestones December 2013: Metadata available for spatial data corresponding to Annex III January 2015: Newly collected and extensively restructured Annex II and III spatial data sets available. May 2019: Other Annex II and III spatial data sets available.

OGC ® 6 INSPIRE : Specification Workflow Participative, quite complex, but seems to work ! OGC ® 7 Met TWG : Pragmatic approach The scope : 2 themes Atmospheric Conditions (AC) and Meteorological Geographical Features (MF) Distinction is not so clear, Scope potentially very large … Use Cases should be used to focus on which data are really needed This work will result in implementing rules and then, laws … Be aware of : –User requirements –Cost/Benefits ratio –Testability –Implementation Keep consistency with other modelling threads MO.DWG, IPET-MDI At first, harmonizing the use-cases Our target Our natural tendency : Towards the perfection !

OGC ® 10 Further work Finalize the use-cases – MO.DWG / INSPIRE TWG UC harmonization – Check against SDIC/LMO requirements Identification of spatial object types AS-IS Analysis Gap Analysis Development of a draft specification model (UML) Tests, Comments (from SDIC/LMO)… New iteration(s) if needed, possible other UC to be taken into account…
