Who has spent more money? During Roosevelt’s presidency he spent between % of GDP. Roosevelt did not get into the higher percentages until the start of WWII Obama, who is also a wartime president, has spent % of GDP.

Compared to previous administrations? Roosevelt (who spent 12-43% GDP) compared to the president before him, Hoover, who only spent 3.4% Obama (who spent % of GDP) compared to Bush who spent 20.1%.
