The purpose of this RFP is to select a vendor that can provide, operate, and support a quality, efficient, customer-friendly CRS with POS System for DNR. The detailed Summary Scope of Work is located in Section 1.4 of the RFP. Purpose of the RFP
Term of Contract The term of the contract shall be for a period of Four (4) years from the date of contract execution. There will not be any renewal options for this contract.

Technical Proposal (Attachment F) Submit your Technical Proposal by answering every question in the template, using the same format/numbering system. Clearly refer to any attachments or additional information.
Price will be measured against the State’s baseline cost for this scope of work. Cost scoring points will be assigned as follows: – Respondents who meet the State’s current baseline cost will receive zero (0) cost points. – Respondents who propose a decrease to the State’s current costs will receive positive points at the same rate as bid increasing cost. – Respondents who propose an increase to the State’s current cost will receive negative points at the same rate as bid lowering cost. – Respondents who propose a 10% decrease to the State’s current baseline cost will receive all of the available cost points. – If multiple Respondents decrease costs below 10% of the current baseline, an additional 5 points will be added to the Respondent proposing the lowest cost to the State. Proposal Preparation Buy Indiana, Business Proposal (2.3.13) – Status shall be finalized by proposal due date – 5 definitions, details provided in Business Proposal Indiana Economic Impact, Attachment C – Definition of FTE (Full-Time Equivalent), Example The state defines FTE as a measurement of an employee's productivity on a specific project or contract. An FTE of 1 would mean that there is one worker fully engaged on a project. If there are two employees each spending 1/2 of their working time on a project that would also equal 1 FTE.

Certified Prime Contractors cannot count their own workforce or companies to meet this requirement. Must serve a commercially useful function. The firm must serve a value-added purpose on the engagement.
