COMPACT FLUORESCENT LAMPS Safety Performance

Canadian Electrical Safety System Codes & Standards Regulation Adoption Enforcement Electrical Product Manufacturers Accredited Certification Organizations ELECTRICAL SAFETY ELECTRICAL SAFETY

Electrical/Electronics Products Overview Committees: 621 (60 IEC) Members: 3,024 (Consumers, Mfg, Cert. Bodies, Regulatory, NGO) Standards: 1,660 –307 IEC-based –1,101 ISO/IEC JTC-1 (ICT standards) N. A. harmonized standards: 116 (CANENA: 72) –68 CSA/ UL –48 ANCE/ CSA/ UL –60 Active projects

Electrical/Electronics Products Overview General Requirements: 10 Consumer/Commercial Products: 187 Wiring Products: 84 Industrial Products: 79 Total: 360

Compact Fluorescent Lamps Over 500 million CFLs in North American homes Issue: End-of-life failures –Smoke –Visible discoloration –Burning smell –Popping sound –Deformed plastic base Note: certification agencies advised that all those failures do not present a shock or fire hazard for approved products

The Solution: Technical Standards Task Force Manufacturing experts Testing and certification agencies SDOs (CSA Standards, UL and ANCE) Task: develop additional test requirements to minimize the effects of most failure modes

The Results Tri-national standard published in August, 2009 (CSA No.1993 / UL 1993 / NMX-J-578/1-ANCE) –New minimum material specifications –New additional end-of-life tests to better simulate potential failure modes Consumer awareness –CSA encourages consumers to replace CFLs at the first sign of failure –ESA has useful info on their website regarding CFL usage
