9 American Recovery and Reinvestment Plan Overview $56.1m for local projects in Miami-Dade County $2.5m for local projects in Monroe County $5.8m for enhancement projects in District 6 $902m Statewide for FDOT projects 50% of state funds must be obligated within 120 days of apportionment (March 1, 2009) Deadline – June 29, 2009 or face potential reallocation of funds to other states

11 American Recovery and Reinvestment Plan Overview By March 19, 2009, the Governor must certify List of Stimulus Funding Projects and Maintenance of Effort. Highway, bridge, transit, rail, port and intermodal projects are eligible Updating Economic Stimulus webpage almost daily

12 American Recovery and Reinvestment Plan Overview Federal Requirements for Design Projects Minimum scope that a local highway project must address for Federal/Stimulus funding: Design per Florida Greenbook standards (which references FDOT pavement design manuals) as much as possible if not reconstruction project. Pavement designs that meet the requirements LAP Specification Section 334, Hot Mix Asphalt for Local Agencies Reworking shoulders to be flush with pavement.

13 American Recovery and Reinvestment Plan Overview Federal Requirements for Design Projects Minimum scope that a local highway project must contain for this Stimulus funding: Location and reporting of inadequate safety features based on a project level crash analysis. Design and Installation of guardrail according to the latest edition of AASHTO’s Roadside Design Guide. Reconstruction of all guardrail hardware that does not comply to NCHRP 230 requirements and end terminals that do not comply to NCHRP 350 requirements.

14 American Recovery and Reinvestment Plan Overview Federal Requirements for Design Projects Minimum scope that a local highway project must contain for this Stimulus funding: Signing and pavement marking to meet the latest MUTCD standards. Construct or reconstruct as appropriate curb cuts and ramps to comply with current ADA requirements.

 ARRA provides $1.1 B in discretionary grants to airports to improve critical infrastructure, airport improvement and noise abatement, and runway safety systems.  Priority given to projects that will be completed within two years of date of enactment.  In Florida, airports were required to enter projects into Joint Automated Capital Improvement System (JACIP)  Half of funds must be granted within 120 days of the date of enactment (by June 17, 2009) and the rest within a year of enactment  Any questions, contact Airport Districts Office in Orlando, Dean Stringer, 16 American Recovery and Reinvestment Plan Overview Aviation Program/FAA Grants in Aid to Airports

Reporting Requirements - New, numerous periodic reporting requirements at much higher level of detail than normal: Collecting information on jobs, contracts, and projects is new to FTA.  Monitor DBE Requirements Each month the Local Agency must report actual payments to all DBE subcontractors and suppliers through the Equal Opportunity Reporting System.   Monitor EEO Requirements The Local Agency must designate an EEO Officer.  Quality Control/ Material Approval The source of material must be approved by the Local Agency before delivery to the site.  Conduct Semifinal Inspection Within 7 days after notice from the contractor Unsatisfactory work shall be replaced before another inspection can take place.
