Board Motions & Rail Safety Enhancement Task Force Board of Directors Motion – October 2008 Necessary Steps to seek approval to install four quadrant gates Steps for Red Light Photo Enforcement along all four approaches Rail Ambassadors to educate the public about rail safety Board of Directors Motion – December 2008 Perform initial analysis to determine feasibility of installing four quadrant gates at 24 at-grade intersection crossings Rail Safety Enhancement Task Force In response to these motions, the task force was created to review the feasibility of Four Quadrant Gates and the implementation of other rail safety enhancements. The Task Force is made up of members from Metro construction, corporate safety, planning, rail operations and community relations, in addition to participants from LADOT and LACDPW.

Four Quadrant Gate Feasibility Study Summary Task Force Observations and Findings Implementation of Quad Gates will have impacts on adjacent properties –96 Total Property Impacts –22 On-Street Parking Impacts –20 Off-Street Parking Impacts Traffic Impacts –Delay vehicle crossings by a minimum of 30 seconds –Traffic stopped at all four corners –Backup to downstream intersections Community impacts will include construction activities, business disruptions, real estate acquisitions, loss of parking and traffic congestion. City, County and CPUC approvals and environmental clearances are required. Implementation of the Quad Gates will take a minimum of four years to complete the engineering, construction and receive approval.

The Safety Peer Review Panel determined that the alignment has no unusual characteristics and the concerns surrounding the alignment are not atypical for LRT. The Safety Peer Review Panel concluded that extraordinary mitigation measures are not required, such as four quadrant gates and crossing gates. The CPUC has approved all 24 at-grade crossings. In response to a letter from the RAC before final construction, the CPUC reaffirmed that the signage, signals and stripping per the approved drawings are safe and meet standards of practice. Photo Enforcement will be installed at 14 at-grade crossings to enforce and deter motorists from making illegal left turns across the tracks.
