Why change to a Police University? Advantages: Higher standard of training / education and advanced training Establishment and promotion of a „Police Science“ More police research Recruitment of personel from outside the Police Catch up with international development Academic degree for future senior police officers Better standing / higher status for senior police officers

Why change to a Police University? Disadvantages / risks – as seen by critics: Changing role of police? Less practice orientation - too much (academic) theory? Less practical competencies of graduates? Higher costs? Independency of professors – academic freedom? Less influence of ministries of interior on police training and education?

Decision of the Ministers of Interior in 1998 Preconditions: Quality improvement! No more costs, no higher budget! Keep grounded in police reality! Keep influence of Ministers of Interior on main issues of the new university!

Preparing a research project called „Smart Policing“ predicting criminal behaviour in hot spots prevention at critical places and of critical situations resource management Research on the challenges of implementing ILP in Germany analysis of current situation in providing intelligence products throughout Germany check for organisational pathologies in police intelligence systems introducing ILP to 16 independent Police forces an 2 federal forces pointing out an addes value diminish prejudice... (ILP is „science“, is in English and literature is in English) Research of conditions for task forces in major cases focussed on sexual associated killings of kids/juveniles, detection of serial killings
