BCFA AGM 2015 Strategic Plan – Progress Report

Mission Mission Statement The British Columbia Fencing Association (BCFA) promotes and governs the sport of fencing within BC at the recreational and competitive levels.

Vision The BCFA and its member clubs will achieve increased participation in the sport of fencing at all levels. The BCFA and its member clubs will achieve increased success at the competitive level, including winning more medals at National and International Competitions and increasing the number of BCFA members on National Teams. The BCFA will secure funding from multiple sources, and will ensure that greater than 70% of revenue received is directed to the fencing community.

Core Values The BCFA is committed to the following core values: Promoting excellence Equal accessibility Safety for all participants Sportsmanship and fair play Responsive service to members Respect for sport of fencing

Strategic Goals: The BCFA will implement the Long Term Athlete Development Model – The LTAD model will be promoted at the club level. Outcome: – By 2015 the LTAD model will be entrenched in the development of fencers in BC. – The LTAD model will be promoted at the club level.

Strategic Goals: Progress – Canadian Fencing Federation is introducing new and improved armband program – introduction announced August 2015 – Canadian Fencing Federation is undergoing competition review – will shape competitions at provincial level – review to be completed in 2016 Status: – Should be a focus for BCFA in 2016 after CFF revisions and reviews complete

Strategic Goals: Enhanced Participation in Fencing – The BCFA will sponsor programs such as school programs and developmental camps that will attract new members to the sport and increase accessibility to under serviced groups and populations. Outcome: – By 2015 the BCFA will have 1,500 members.

Strategic Goals: Progress – >3,000 members (CFF licence holders and BCFA sponsored programs) – CFF Licence holders increased to 434 from 359 in 2012 – School and club development programs in place across province – 15 programs supported in Status – On track – need to convert developmental to full members

Strategic Goals: Enhanced Capacity – The BCFA will optimize its ability to operate as a volunteer organization by providing opportunities for development and personal growth for its volunteers and recognition for volunteers Outcomes: – The BCFA will be governed by an informed and trained board. – The BCFA will be run by volunteers whose key skills are utilized and who are valued and rewarded for their work. – The BCFA will provide developmental opportunities and recognition for volunteers (such as opportunities that fit with volunteer requirements for schools, or administrative and intern opportunities for students of relevant disciplines such as administration or communication studies).

Strategic Goals: Progress – Improved Financial processes (hired accountant) – Board gaining experience at navigating sport sector – Significant volunteer capacity (grand prix, provincials, nationals) Status – On Track – need succession planning

Strategic Goals: – Financial Independence The BCFA will not rely solely on Government revenue sources. The BCFA will secure funding through fundraising, merchandising and grant opportunities – Outcome: By 2015 the BCFA will have raised $100,000 through the NTSF plan. By 2015 the BCFA will have a plan to secure 50% of annual funding independent of BC government core and gaming grants

Strategic Goals: Increase the number of trained coaches and officials at the grass roots and competitive level Outcome: – By 2015 every coach and official working with participants in B.C. will be trained and certified. – By 2015 BC will have access to at least three coaches trained at the Canadian Coaching Association Level 4.

Strategic Goals: Progress – Funded a number of coaches to take NCCP courses this year – Referee training – ongoing Status – Behind Schedule – risk of not meeting coach qualification requirements

Strategic Goals: Market fencing to members and the general public Outcome: – By 2015 Most BC residents will know about fencing and understand it to be a life long sport that promotes a healthy active lifestyle through quality programming. – Every success at Provincial, National and International level will result in a BCFA press release – By 2015 BCFA will have 1,500 members

Strategic Goals: Progress – Significant media attention – Facebook page – Redeveloped website – Sent official photographer to Cadet/Junior worlds Status – Need to develop more formal marketing strategy

Strategic Goals: Enhanced Excellence – Provide opportunities for B.C. coaches to gain national and international experience. Provide developmental opportunities for competitive fencers. Outcomes: – By 2015 At least 3 BC coaches will have significant international experience – By 2015 the BCFA will host a training camp prior to every Canadian National competition – BY 2015 The BCFA will have a coach present at every Canadian National competition – By 2015 every BCFA fencer who competes at the National level will be supported by the BCFA, either in the provision of direct or indirect funding, or access to coaching support or developmental opportunities

Strategic Goals: Progress – Victor Gantsevich coached at Cadet/Junior/Senior Pan Ams and Worlds – Laurie Shong selected as team manager for Senior Worlds – Sent coaches to Canada Cups and NAC’S – Hosted training camps including Mt. Washington camp – Integrated Support program for HP Athletes developed – Number of high profile coaches at camps (Mike Pederson, Britta Heidemann) Status – On Track

Strategic Goals: Providing Competitive opportunities for BC fencers Outcomes: – By 2015 the BCFA Provincials Championships will be recognized as a major tournament throughout BC, Western Canada and the Northwest United States – By 2015 the BCFA will have hosted Western, National and International Tournaments

Strategic Goals: Progress – 2015 BC Provincials – 2015 Epee World Cup (Individual + team, 30 Canadian athletes – 2015 Westerns – May 2015 Nationals – September Nationals Status – On track

Enhanced Competitive Achievement: Outcomes: By 2015 the BCFA will have implemented a successful and sustainable High Performance Program By 2015 BCFA fencers will have won medals in every weapon category at the 2013 Canada Summer Games By 2015 BCFA fencers will have represented Canada at the Cadet, Junior and Senior National level in every weapon category By 2015 BCFA fencers will have medaled in every weapon category at an International event, at any age category By 2015 BCFA fencers will have medaled at the National Level in every weapon category, within every gender and age category

Enhanced Competitive Achievement: Progress – 8 athletes on nationals teams – 20 spots on national teams – 7 Junior Pan American Medals – 1 Pan Am Games medal – 1 Veteran Pan American Medal – 2 NAC medals (Gold, Silver) – 28 medals at two Canada Cups STATUS – ON TRACK

Strategic plan Overview The BCFA strategic plan outlines the key goals for the BCFA over the next 5 years. In essence the plan calls for enhanced participation in sport, enhanced competitive success and improvements in organizational capacity. The plan also continues the BCFA objective of hosting a number of major National and International competitions, bringing opportunities to BC athletes and contributing to the BC Economy. As such, the plan is intended to be aligned with the Ministry of Community Sport and Community Development’s published sport related objectives: 1. Individuals have more opportunities to participate in sport in order to be more physically active, healthier and achieve their personal goals; 2. Athletes have more opportunities to achieve excellence in sport to inspire greater participation in their home communities; and 3. Major events support sport, economic and community development.

Strategic plan Goal #1: Enhanced Participation in Fencing The BCFA will sponsor and support programs such as school programs and developmental camps that will attract new members to the sport and increase accessibility to under serviced groups and populations. The BCFA will host and sanction events that make it attractive and possible for athletes of all ages to participate in competitions at an appropriate level and in an appropriate age group, from beginner to international competitive levels and from youth to veteran age groups. Outcome: By 2021 the BCFA will have 1,500 competitive members and 5,000 developmental members on a sustainable annual basis

Strategic plan Goal #2: Competitive excellence The BCFA will provide the support and infrastructure to ensure that our top athletes are able to fulfil their potential at a competitive level. This includes coaching and administrative support, funding for HP athletes, and BCFA supported HP camps. Outcomes: by 2021, BCFA athletes will: Win 20% of the medal count at Canada Cup and Canadian National events on an annual basis Medal at NAC events in every age category and every weapon on an annual basis Have medaled at the Pan-American Championships at the Cadet, Junior and Senior level in every weapon category

Strategic plan Outcomes: by 2021, BCFA athletes will: Have medaled at World Cups at the Junior and Senior level Have medaled at the world Championships at the Cadet, Junior and Senior level At least one BC athlete will have qualified for the 2018 Youth Olympic games At least two BC athletes will have qualified for the 2019 Pan-American games At least one BC athlete will have qualified for the 2020 Olympic games

Strategic plan Goal #3: Increased coaching capacity The BCFA will provide support and programs in order to increase the number of trained coaches at both the grass roots and competitive level Outcome: By 2021: Every coach and official working with participants in B.C. will be trained and certified with the Canadian Coaching Association at a minimum level of community coach. By 2021 BC will have access to at least five coaches trained at the Canadian Coaching Association competitive level and the BCFA will have supported these coaches in attending courses and gaining competitive experience at international competitions.

Strategic plan Goal #4: Increased official capacity The BCFA will provide support and programs in order to increase the number of trained officials such as referees, tournament managers, armorers and Directoire Technique staff. The BCFA will develop a training program to ensure BCFA members can become qualified as provincial and national level referees. The BCFA will use BCFA run competitions to train and provide experience for those interested in officiating in a variety of roles.

The BCFA will support and sanction local tournaments. Outcomes: By 2021 the BCFA Provincials Championships will be recognized as a major tournament throughout BC, Western Canada and the Northwest United States, with an annual attendance of over 500 registrants by 2021 By 2021 the BCFA will have hosted Western, National and International Tournaments By 2021 the BCFA will be in a position to bid to host a Pan Am or world championship level event.

Strategic plan Goal #6: Recognizing contributions The BCFA will recognize the contributions of its members, coaches and volunteers in a variety of ways. Outcomes: The BCFA will be run by volunteers whose key skills are utilized and who are valued and rewarded for their work. The BCFA will provide developmental opportunities and recognition for volunteers The BCFA will nominate members for available awards (CFF or SportBC awards)
