Healthy Hearths Initiative  Multi-pronged approach to addressing the impacts of wood smoke 1.Public Education 2.Rule 445 – Wood Burning Devices 3.Incentive Program 4.Curtailment Program

1. Public Education

The South Coast Air Quality Management District includes all of Orange County and portions of Los Angeles, San Bernardino and Riverside Counties. South Coast Air Quality Management District

South Coast Perspective  Extreme non-attainment for ozone  Non-attainment for PM2.5  Basin – South Coast Air Basin –Orange County and non-desert portion of LA, Riverside & San Bernardino Counties –>15 million residents –1.4 million open faced fireplaces  Vastly ambiance wood burning culture

2. Rule 445 – Wood Burning Devices

Rule 445 Key Elements  New development  Existing development (i.e., additions or remodels)  Mandatory curtailments, if needed  Exemptions  Implementation –Public outreach –Incentives

New Development  Only dedicated gaseous-fueled devices* allowed in new developments after March 2009 * Open hearth factory-built or custom built fireplace with gas log set allowed Gas Log Set

Existing Developments  The following devices allowed in existing developments (i.e., remodels/additions):  EPA Phase II- Certified or equivalent  Pellet-fueled  Masonry heater  Dedicated gaseous- fueled device Gas Fireplace Insert

Exemptions Cook Stoves  Complete New Developments  No Gas Service  Greater Than 3,000’ MSL Existing Buildings  Property Sales or Transfers  Historical buildings Mandatory Curtailment (if needed in 2011)  Sole Source of Heat  Low Income Household  No Gas Service  Greater than 3,000’ MSL  Ceremonial fires

3. Incentive Program

AQMD Incentives  Concentrate in Basin only  $125 discount off purchase and installation of gas log set in existing developments  Must work with participating dealers  ~50 in network  Guaranteed installation required by trained technician

Statistics  $750,000 Funding  Incentives –AQMD: $100 / unit –Retailer/manufacturer: Additional $25 / unit  7,500 units installed  Next step to focus incentive program in area in disproportionately impacted areas

4. Wood Burning Curtailment Program

Wood Burning Curtailment  Run annually November through February beginning 2011  Called when 24-hr PM2.5 levels projected to be ≥ 35 µg/m 3 (Fed. Std.)  Called for the day of poor air quality –By zip code & forecast area –Applies to indoor and outdoor wood burning –AQMD responsible for compliance

Curtailment Program  Voluntary 2010, mandatory 2011  Only 15 to 20 days anticipated per year  Only 1 day under voluntary program –Atypical weather year –Evaluating impacts of weather & economy on pollution levels
