INTRODUCTION

Trinidad and Tobago  Location: Southern Caribbean off the northeastern coast of Venezuela  Population: approx. 1.3 million  Area: 5,131km 2 (1,981 sq. mi.) The Ministry of Works and Infrastructure (MOWI), Trinidad and Tobago, is a large sector Ministry made up of a number of Statutory State Enterprises and Administrative/Technical Divisions and Units.

Current National Development Plan  1984 National Physical Development Plan Focused on decentralizing development away from the capitol of Port of Spain and the east-west corridor.  Present focus is on the development of Regional Development Plans for the period 2010 to 2020

ROAD POLICY

 Main focus is to continue road construction and rehabilitation projects including additional lanes and shoulders, walkovers, bridges and landslip repairs.  Preparation is being made for a transition to a Roads Authority

 In the last fiscal year, October 2010 to September 2011, 95% of development works funded through the government of Trinidad and Tobago.  External funding from: ANZ Bank, BNP Paribas, European Union, Inter American Development Bank, Export/Import Bank of China.

 In February 2011, US $869 thousand in grant financing from the Multilateral Investment Fund of the Inter American Development Bank to support the application of PPP models for the delivery of suitable infrastructure projects in Trinidad and Tobago was signed off by the Minister of Finance.  Two (2) or (3) pilot PPP projects will be identified.

ROAD SYSTEM

 Road network of 9,800 kilometers  Main Roads and Highways account for 2,135 kilometers  Preliminary designs done for four (4) new trunk roads.  New highway started from San Fernando to Point Fortin (49.5km)  No toll roads

TRAFFIC SYSTEM

 Implemented May 2011  Monitors Wrightson Road and Churchill Roosevelt Highway to its intersection with the Uriah Butler Highway.  Uses three main Software- CENTRACS, OMNICAST VIEWER and CTMS.

System to be expanded to include:  Automatic Speed Enforcement System  Red Light Enforcement System  Control of the North South and East West corridors.

CONSTRUCTION & MAINTENANCE WORK

Done through the Highways Division and State Enterprises:  Bridges Branch  Construction Branch  PURE Unit  NIDCO and MTS

 Completion of 52 bridges  Reinstatement and stabilization of failed slopes at 23 landslips  Extension of the Diego Martin Highway 1.2km  Improvement works on the Churchill Roosevelt Highway 8.8km

FEASIBILITY STUDIES

 Feasibility studies for four (4) new trunk roads total 135km completed.
