Global targets for 2010 and monitoring indicators: –Partners have operational development strategies –Partner countries have reliable public financial management systems –Aid flows are aligned on national priorities –Donors provide coordinated capacity development support –Donors and aid flows use partner country procurement and/or public financial management systems –Avoid parallel project implementation units –Aid is more predictable – released according to agreed schedules –Aid is untied –Aid is provided as programme-based approaches with common procedures –Joint field missions and/or country analytic work –Partner countries have transparent and monitorable performance assessment frameworks –Countries undertake mutual assessments of progress in aid effectiveness

February 21, JAS Principles National ownership and leadership –Country takes leadership in managing the development process (developing and implementing development policies, strategies and programmes) Harmonisation and alignment around NSGRP/ZPRP and national budget –Align National, Sector and Local policies, strategies and processes with NSGRP/ZPRP and national budget –Align DPs support, strategies, and processes with national priorities (NSGRP/ZPRP), systems, procedures and processes Capacity development and technical assistance –Strengthen further the Government capacity at all levels –use of TA for capacity development, demand-driven, increasingly untied from the source of finance, GOT procurement of TA, TA management integrated in GOT structures –Address the capacity needs of non state actors –Address the capacity needs of the Parliament

February 21, Where do we stand on the JAS?  Idea of JAS emerged in TAS process in 2003/04  resulting from a joint GOT-DP study on rationalisation/ harmonisation of processes  Idea was taken further in GOT-DP consultations  formulation of a JAS Concept Paper end 2004  JAS Consultative Meeting with domestic and international stakeholders in April 2005  First draft JAS Document prepared by GOT in May 2005  circulated for comments among GOT agencies, to all DPs and to a large number of non-state actors  Comments incorporated into second draft JAS Document October 2005  JAS Retreat with Directors of Policy and Planning in November 2005 to discuss second draft JAS Document  Outcomes of JAS Retreat incorporated into third draft JAS Document November 2005  third draft JAS Document sent to all Permanent Secretaries for comments  JAS discussion with Parliamentarians on 2 nd draft + Key issues from Bagamoyo’s retreat in February 2006

February 21, Key issues that emerged from the Retreat and Parliamentarians Role of actors in JAS – need to raise all actors’ awareness and strengthen in particular role of Parliamentarians / Councilors Extent of untying TA and GOT leadership of TA procurement and management – what can be achieved in short-/ medium-term? GOT leadership and guidance on deciding division of labour arrangements - how can it be done? GBS target – take gradual approach and pay more attention to adherence to ‘good practice’ criteria for projects and basket funds than to numerical targets Extent of using GOT procurement systems – pay attention to their effectiveness and assurance of value for money Establish JAS Secretariat for coordination of JAS activities including JAS monitoring and evaluation

February 21, Key issues that emerged from the Retreat and Parliamentarians JAS needs to be integrated in the routine activities of MDAs and in mechanisms for regular monitoring and reporting The need to address the capacity of the Parliament to play its oversight role including the budget management process The role of Parliament in JAS monitoring should be more clear The need to consider human resource audit to meet the requirements of implementing national policies and strategy including the JAS Equitable regional distribution of aid The need for a JAS monitoring framework at district level
