9 Concept and Context High Level ATM Concept Principles of ASAS The highest level of the end to end process is the setting of the ASAS concept in the context of the European and Global ATM Concept – Clearly in Europe this must relate to the SESAR Concept being Established today. ICAO Provisions for the use of ASAS within global ATM

10 Requirements Operational Application Descriptions Operational Requirements Safety and Performance Requirements System Requirements (Interop) This relates to the ED87a methodology developed for datalink communications applications but now being applied to early ADS-B applications, including ASAS, within the RFG The Core of the Process is translating general principles to implementable applications which results in requirements on the system which enables the application.

11 Requirements Methodology  ED-78A “GUIDELINES FOR APPROVAL OF THE PROVISION AND USE OF AIR TRAFFIC SERVICES SUPPORTED BY DATA COMMUNICATIONS”  This document is identical to RTCA DO-264 and the development of these guidelines was jointly accomplished by (EUROCAE) WG-53 and RTCA SC-189  The Methodology Results in the Following: – Operational Services and Environment Definition (OSED) – Operational, Safety, and Performance Requirements (SPR) Standard (developed using an operational safety assessment (OSA) and an operational performance assessment (OPA)) – Interoperability Requirements (INTEROP) Standard

12 ASAS  RFG has applied this Methodology to initial (Package 1) ADS-B applications including Airborne Applications.  The first Application (ADS-B NRA) document ED-126 (including OSED, SPR and Interop) has been published (though for a GSA)  Initial Airborne applications are progressing and will be published this year.  Each Application requires significant effort and resources.  Early part of the process is operationally intensive with technical elements increasing towards the end of the process.  An iterative approach is vital.

13 Equipment Standards System Description (Architecture) Equipment Specifications The final part of the process (in the technical dimension) is the specification of the system and equipments which can meet the requirements and allow implementation of the application. MASPS and MOPS (Performance Specifications) then need to be developed Equipment Specs (Interface etc) giving more details on boxes, interfaces etc may also be developed as Industry Standards

18 Review  Overall Standards should cover: – Operational Descriptions and Context – Technical Requirements and Specifications  Participation in the Standards development required from: – Regulators, ANSPs and Industry  Including expertise from: – Aircrew, Controllers, Engineers and Safety Experts  Initial work in RFG must be continued in the context of the SESAR Concept to realise benefits.  For ASAS implementation, continued commitment from all stakeholders is required in the Standards Development Process – From End to End.
