Agenda What is OIPE? OIPE for Vanuatu: Geography; Weather, Threats and Hazards; Political, Military, Economic, Social, Information, Infrastructure, Physical and Time (PMESII-PT); Actor and Stakeholder Analysis; Troop Contributing Country Military Resources; Humanitarian Situation. Agenda.

What is OIPE? OIPE: A continuous activity that assists Commander’s Appreciation Process during all phases of planning and execution of multinational operations. OIPE provides foundation for Commander’s Situational Assessment A key CTF planning principle is: “Before any problem solutions can be identified the problem must first be clearly understood. Understanding the problem(s) preventing attainment of the assigned military end states is essential for the CCTF to accurately understand the situation. OIPE is a modification of the Joint Intelligence Preparation of the Operational Environment (JIPOE) which includes: Baseline analysis of the traditional intelligence concerns of enemy, weather, terrain; Added considerations that political, military, economic, social, infrastructure, and information dynamics have on the operational environment. Temperatures: 20°-32° C (68°-90° F) Rainfall: 2,360mm (93 in.) / year Up to 4,000mm (160 in) / year in northern islands. Hazards: Tropical cyclones (Jan-April) Volcanism with minor earthquakes Tsunamis Landslides secondary to deforestation.

Group 4 Scenario: Vanuatu Cyclone Response Cyclone Sophia 18 July – Cyclone Sophia generates near Tuvalu, builds strength as it turns south. 22 July – Cyclone Sophia passes over Vanuatu and Port Vila causing extensive damage. 23 July – Cyclone Sophia passes over New Caledonia causing minor damage. 23 July – Vanuatu consents to international assistance; damage to New Caledonia does not require international assistance. 24 July – MPAT Nations’ representatives convene in Nouméa, New Caledonia, to prepare a FRANZ-led course of action for international military support to the Government of Vanuatu disaster response operations. All MPAT Nations representatives are senior military representatives for their respective nations Port Vila Nouméa Cyclone Sophia generates near Tuvalu, strengthening as turns south. Cyclone passes over Vanuatu and Port Vila, causing extensive damage. Cyclone continues south, but weakening before passing over New Caledonia, causing minor damage Vanuatu has consented to international disaster response assistance. New Caledonia does not require international disaster response assistance. Group 4 shall develop a course of action for multinational military disaster response support to the Government of Vanuatu and other civilian responders in Vanuatu.
