 Power Grid game play

Player roles  Game leader: This person will keep track of turns, player order, and game phases  Banker: This person keeps track of the bank money and makes change  Resource manager: This person organizes resources and restocks resources in the Bureaucracy phase  Market manager: Rotate power plants when they are purchased

Game Setup  Game Leader  Give each player a bag of houses  Have each player place one house on the scoring track, and one house on the player order

Game Setup  Banker  Give each player 50 electro  Organize the money in a space away from your own play area

Game Setup  Market Manager:  Put plants 3,4,5,6 in the actual market. These are plants players can buy.  Put plants 7,8,9,10 in the future market. These are plants that can be bought in the future.  Pull plant 13 and Step 3 card aside, shuffle the rest of the cards and place them face down  Put plant 13 upside down on the top of the stack, put Step 3 upside down on the bottom

Game Setup  Resource manager  Stock the resource market  Fill all coal  Fill oil in 3-8  Fill garbage in 7-8  Fill uranium in 14 and 16

Phase 1 – Player Order  Game leader  Place player houses on the player track  First player is the one with the most houses  If there is a tie, whoever has the most expensive plant

Phase 2 – Power Plants  Market manager  Ask player one which plant they would like to bid on. They must bid on the plant they pick. If they pass, they don’t get to buy a plant that round. Everyone can bid on plants, but can only buy 1 plant per round.  After a plant is purchased, move the lowest number plant from the future market into the actual market. Keep plants in numerical order. Pull a new plant from the stack each time on is purchased.  Each player can only own 3 plants  Banker  Accept payments for plants from the highest bidder.

Phase 3 – Buying Resources  Resource manager  Ask the last player what resources they want. Players can only buy twice as many resources as their plants can use  Banker  Accept payments and make change

Phase 4 - Building  Game Leader  Ask the last player if/where they would like to build a city. Players can only buy the “10” cities until one player builds 7 cities.  Players must pay the city cost and the connection fees. All cities must be connected, but players can paly a fee to get through a city they don’t own  Banker  Accept payments  Resource manager  If there is a plant in the actual market numbered less than the number of cities anyone owns, remove it from the game (not back into the stack). Draw a card from the stack to replace it

Phase 5 - Bureaucracy  Resource manager  Ask the first player how many cities they want to power and collect the resources they use  Banker  Pay players based on how many cities they can power  Market Manager  Update the market according to the summary card  Resource manager  Restock 7 coal, 5 oil, 5 garbage and 2 uranium. There may not be enough to restock all resources

 Repeat the phases until any player owns 7 cities. The game is now in Step 2  Players can build cities in the 15 Electro spots  Resource resupply numbers change (see table on back page)  Repeat phases until the Step 3 card is drawn from plant stack  All plants are now in the actual market (there is no future market  Players can build cities in the 20 electro spot  Resource resupply numbers change (see table on back page)

How to win  The game ends when any player purchases their 17 th city  Whoever can power the most cities at this point wins!  If there is a tie, the player with the most money wins
