Presentation transcript:

Municipality of Chatham-Kent working together for our community Ice Allocation Now Let’s Be Fair…

Development Stage.... Review C-K’s Ice Allocation principles Focus on tools for developing an ice allocation policy Assist others to develop their own policies Key Objectives of Presentation

Development Stage.... A consistent approach to ice time allotment in 10 arenas was required. Several communities had different ways of sharing prime ice Need For a Policy

Development Stage.... To ensure minor sport organizations had priority access to ice time during prime ice hours. Ice was given on an equal basis based on need. Focus of the Policy

Development Stage....  Data was gathered through meetings and surveys from Facility Supervisors, user groups and other municipalities such as:  LONDON  SARNIA  HUNTSVILLE  LEAMINGTON  HALTON HILLS  BURLINGTON

Development Stage Information was also collected from the sport governing bodies:  Canadian Hockey Association  Ontario Minor Hockey Association  Skate Canada  Ontario Ringette Association  Ontario Women’s Hockey Association

Development Stage A formula used to equally distribute ice time to minor groups based on need using the same criteria for all groups. What is an Ice Allocation Formula?

Development Stage.... Hockey & Ringette: The Chatham-Kent average # of players per team in both house league and travel was: 15 players/team Existing Standards

Development Stage Proposed Standards Hockey & Ringette: House league -15 players /team Travel - (A/E) - 16 players/team Instructional -40 skaters/hour

Development Stage Common Principles TRAVEL TEAMS: 1 game & 1 practice HOUSE LEAGUE: 1 game & 1 shared practice

Development Stage H.L.Travel Hrs/wk Instructional Tyke Ages 5-61 N/A Novice Ages Atom Ages Peewee Ages Bantam Ages Midget Ages Juvenile Ages Allocated Time - Hockey/Ringette

Development Stage House League: 1 hr =50 min game/wk 50 min shared practice 1.5 hrs =80 min game/wk 80 min shared practice 1.75 hrs=80 min game/wk 50 min practice Allocated Time - Hockey/Ringette

Development Stage Travel League: 2.5 hr=80 min game/wk 50 min practice 3 hrs =110 min game 50 min practice 80 min game/wk 2-50 min practices Allocated Time - Hockey/Ringette

Development Stage....  CAN SKATE  COMPETITIVE/STAR SKATERS  SYNCHRONIZED Figure Skating Level Definitions

Development Stage Frequency Standards: Figure Skating

Development Stage.... # Time Of Skaters Allotted CAN-SKATE 50 1 hr/wk STAR SKATERS min/skater SYNCHRONIZED hrs/wk hours/wk Chatham-Kents Current Standards

Implementation Stage.... Home Arena:  A group that contracts the majority of their total ice time in a particular arena. Definitions

Implementation Stage…..  If the demand for ice exceeds the supply in each home centre, each minor group must take a % of non-prime ice.  Ice time acquired outside a home arena will be credited as part of the groups non-prime ice allotment. Demand & Supply of Ice

Implementation Stage…...  Registrants must be Chatham- Kent residents or covered under a joint use agreement and may only be counted once Registration Data  Registration information is gathered from the previous seasons registration.

Implementation Stage Historical Precedent  Consideration is given to time allotment according to previous years usage.  Significant change in annual allotment is based on:  REGISTRATION LEVELS  REGISTRATION COMPOSITION  EMERGING NEEDS

Implementation Stage....  Any new events are to be negotiated with major users affected.  Each major user is allowed to host 1 event per year with consideration given to current events hosted.  Hours lost for special events are to be negotiated between affected groups. Tournaments

Implementation Stage Affect on Adult Groups  Consideration to historical use is given when allocating adult times.  Adult groups pay 100% cost recovery rates and assist in keeping the rental fees to a minimum for minor groups.  If an adult group cancels seasonal ice, minor groups in a deficit will have first opportunity to rent the ice time.

Implementation Stage.... Home arena groups will have first choice of available ice time allocation. Surplus ice will be offered in the following order:  Home arena minor groups in a deficit  Non-home arena minor groups in a deficit Who Gets First Choice Of Prime Ice?

Review Stage Changes to the Policy  Committee reviews every 2 years  Minor sport groups submit requests  Sport governing body changes to sport specific criteria

Review Stage…….. Future Issues  Reduction in # of participants  Possible merger of minor hockey systems  Reduction in use of border arenas in smaller communities

Review Stage…….. Future Issues  OMHA consideration of changing practice times principles  Local house leagues wanting equal ice time  Any increases to sport governing criteria

Final Policy Example of How Allocation is Done!

Final Policy Success !!!  Allows equal access to prime ice time for all user groups  Removes subjectivity in the process  Allows groups registration to grow

Final Policy Success !!!  Allows emergence of new groups within Chatham-Kent  Does not impact current adult users  Treats all levels of ice users equally  Treats all communities equally
