3rd ASAS TN Workshop 19 April – 21 April Introduction l The “Requirements Focus Group” (RFG) performs the “Co-ordinated Requirements Determination” of Package I. l The work of the group is a very important step towards world-wide interoperability, related to both the operational procedures and the technical infrastructure of Package I : v In line with related ICAO ANC/11 recommendations. l In accordance with the rationale of the definition of Package I, the RFG supports a pragmatic approach towards the early and efficient implementation of Package I. l The group is in line with the provisions of the (European) Master Plan/Working Arrangements for Package I.

3rd ASAS TN Workshop 19 April – 21 April “Co-ordinated Requirements Determination” l “To establish requirements that require co-ordination among organisations involved in the development, qualification, approval and operation of the CNS/ATM system” : v In support of ATS provider operational approval, operator operational approval, and aircraft type design approval. l It consists of the following processes : v Operational Services and Environment Information Capture (OSEIC); v Operational Safety Assessment OSA (OHA, ASOR); v Operational Performance Assessment (OPA); v Interoperability Assessment (IA).

3rd ASAS TN Workshop 19 April – 21 April RFG Objectives l To harmonise between Europe, the USA and other regions the definition of the operational applications contained in Package I and the environments they are operating in. l To establish the Package I Safety, Performance and Interoperability requirements. l To produce deliverables that will be proposed as input to and in co-operation with : v International Civil Aviation Organisation (ICAO) panels; v Regional Co-ordination Groups; v Standards Organisations (e.g. EUROCAE, RTCA); v Regulatory Authorities.

3rd ASAS TN Workshop 19 April – 21 April RFG Members l The RFG is a joint European/US activity : v Principal membership of experts from EUROCONTROL, FAA, EUROCAE WG51 and RTCA SC-186. l RFG is open to additional membership : v Australia has joined already, Japan is about to do so. l “Co-ordinated” requirements determination asks for the involvement of all relevant stakeholder categories : v Required for highly integrated systems such as Package I; v Inclusion of operational and technical experts : © Air Navigation Service Providers; © Airspace Users; © Airframe, ATM and Avionics Equipment Industry; © Regulatory Authorities.

3rd ASAS TN Workshop 19 April – 21 April RFG Deliverables l The RFG will deliver (through an iterative process) : v Operational Service and Environment Definition (OSED); v Safety and Performance Requirements (SPR) standard; v Interoperability Requirements (INTEROP) standard. l In line with ED78A/DO-264 Guidelines. l Relationship with other Package I deliverables : v Top-down : © Based on strategy, concept and operational requirements documentation; © Requirements flow down to systems documentation (e.g. MASPS). v Bottom-up : © Use existing systems documentation as initial input; © Feed-back to documentation (e.g. concept) at a “higher” level.

3rd ASAS TN Workshop 19 April – 21 April Use of RFG Deliverables l By States: v Through their experts within ICAO panels and working groups; v To develop operational and technical standards (e.g. PANS- ATM, PANS-OPS, Annex 10, …) l By Industry: v Through their representations within RTCA and EUROCAE; v To develop technical standards (e.g. MASPS, MOPS, …) for the development and certification of equipment. l By Regulatory Bodies: v To facilitate the end-to-end approval of the operational applications.

3rd ASAS TN Workshop 19 April – 21 April RFG “Reporting Authorities” l European reporting authorities : v EUROCONTROL for OSED document; v EUROCAE WG51 for SPR and INTEROP standards. l USA reporting authorities : v Split along Ground and Airborne Surveillance Applications; v FAA for GSA OSED, SPR and INTEROP; v RTCA SC-186 for ASA OSED, SPR and INTEROP. l RFG will keep the relevant FAA and EUROCONTROL bodies informed through Action Plan 1 and Action Plan 10 of the FAA/EUROCONTROL R&D Committee.

3rd ASAS TN Workshop 19 April – 21 April RFG Recent and Upcoming Events l RFG/3 held from 1st to 4th December 2003 (USA) : v Kick-off of joint AD and SPR sub-groups. l OSED v1.0 delivered mid February 2004 : v Based on Former European OSED HG work; v Triggered intensive comment and issue resolution process. l AD SG/2 and SPR SG/2 meetings held from 29th March to 1st April 2004 (USA) : v Finalising the OSED v1.0 resolution process; v Progressing on joint “fast-track” SPR work. l OSED v1.1 to be delivered end April 2004 l RFG/4 will be held from 21st to 24th June (Europe) : v Finalisation of “Initial OSED” and “Pre-SPR” deliverables.

3rd ASAS TN Workshop 19 April – 21 April SUR Conclusion l The RFG work is focused to foster the implementation of an initial set of ADS-B enabled applications (Package I). l The RFG work is essential because it is necessary to develop co-ordinated operational and technical requirements for world-wide interoperability of Package I. l The RFG is looking for harmonisation. l The RFG needs to be pragmatic and takes benefit of the work already performed (e.g. ASA MASPS, OSEDs). l The RFG supports but does not replace existing standardisation bodies and processes. The RFG has a huge responsibility for the early implementation of ‘Package I’ applications
