Gustavo Aquino, MPH Associate Director for Program Integration National Center for HIV/AIDS, Viral Hepatitis, STD and TB Prevention Program Collaboration & Service Integration: Actions and Plans Developing a PCSI Joint Agenda: Accelerating Implementation Washington DC  April 24, 2009 This presentation expresses the views of the author and not necessarily those of CDC.

Presentation Overview NCHHSTP and PCSI overview Accomplishments and plans Our Common Goal Working to accelerate PCSI

Goal: Provide prevention services that are holistic, evidence-based, comprehensive, and high quality to appropriate populations at every interaction with the health care system. Program Collaboration and Service Integration (PCSI)

Vision: Remove barriers to and facilitate adoption of service delivery integration at the client level by aligning NCHHSTP activities, systems, and policies with this goal. Program Collaboration and Service Integration (PCSI)

PROGRAM COLLABORATION Definition: Collaboration describes a mutually beneficial and well-defined relationship entered into by two or more organizations or organizational units to achieve common goals. The collaborative relationship usually includes a commitment to mutual relationships and goals; a jointly developed structure and shared responsibility; mutual authority and accountability for success; and sharing of resources and rewards.

SERVICE INTEGRATION Definition: Service integration is a distinct method of service delivery, characterized by features such as common intake and 'seamless' service delivery, where the client may receive a range of prevention and other services from different disease areas or programs without repeated registration procedures, waiting periods, or other administrative barriers. Program Collaboration and Service Integration (PCSI)

PCSI is NOT:  An attempt to re-organize or merge NCHHSTP programs  A call to local programs to re-organize structurally  A stand-alone funded program or change to block grants  An un-funded mandate  A charge to merge categorical funds  An Office or Branch that provides and monitors program funds

PCSI is:  A Strategic Program Imperative at NCHHSTP  An attempt by CDC to remove barriers and get out of the way  A gradual alignment of systems (surv, lab, training)  Influencing and improving business practices  A change in NCHHSTP work culture Program Collaboration and Service Integration (PCSI)
